EKAVI had proposed this in 2004 to GoK: ಕರ್ನಾಟಕ ಸರಕಾರದಲ್ಲಿ ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗಬೇಕಾದರೆ ಕೆಳಗಡೆ ಇರುವ ಎಲ್ಲ ಯೋಜನೆಗಳನ್ನು ಮಾಡಬೇಕು.

EKAVI had proposed this in 2004 to GoK – in KANNADA and ENGLISH. What EKAVI had proposed in 2004 is in this email letter.  EKAVI send this to GoK to wakeup and correct the problems. This was also proposed to UNIVERSITY of MYSORE also in December 2004.  What happened ? Any things done by GoK ?? or University of Mysore ??
 
Dr. Lingadevaru Halemane knows in detail, what went on at University of Mysore in 2004 and RCILTS @ IISc in 2004 and the proposal made by EKAVI on KSD in 2004.
 
 
NOTHING has been done sofar by GoK or University of Mysore, till to date – August 1st 2009.
 
Looking at the status of the KANNADA SOFTWARE DEVELOPMENT, this article KANNADAVAAGADA COMPUTER LOKA has come up now on August 1st 2009.

When you read the article of August 1st 2009 written by these kannadigas, it shows the problems our KANNADA BHASHE is facing. Why it is not developed properly. EKAVI is pressing this since 2004 along with Lat Sri. Tejasvi, Dr. Kambar, Sri. Lingadevaru Halemane, Sri. G. V. Venkatsubbaiah, Sri. Rajaram and others.

 
What was Dr. U. B. Pavanaja doing from July 2004 till August 1st 2009 ?? Why Dr. U. B. Pavanaja kept quiet? What is the reason ?? Does Dr. U. B. PAVANAJA has to wait so long to say that we need UNICODE for KANNADA ???
 
 
EKAVI and all other KANNADA SOFTWARE Developers wrote extensively on UNICODE and what needs to be done in 2004. EKAVI has copies of all of these writings.
 
 
What was Mr. N. A. M. doing from July 2004 till August 1st 2009. Mr. Ismail has spent considerable time with Late Sri. Tejasvi on Kannada Software along with Sri. Hariprasad Nadig of Sampada.net. Mr. Ismail had written an article stating that Late Sri. Tejasvi was upset with Kannada University for putting KUVEMPU FONTS in OPEN SOURCE. Why Mr. ismail did not raise all these issues. Even Mr. Ismail knew about RCILTS @ IISc. Why Mr. Ismail did not raise the issues with concerned authorities ?? Why keep quiet when knowing things about what is happenning.
 
 
Even Dr. K. V. Narayana knew more information about Kannada Software Development. Even he did not raise the issues till August 1st 2009.
 
 
Dr. Kambar knows all the details. Even Dr. Kambar has presented letters to Ministers in GoK. Some of the letters were drafted by Dr. U. B. Pavanaja also. Even KSD issues were raised in Vidhana Parishat.
 
Dr. U. B. Pavanaja knows more information on NUDI and BARAHA fonst and he has extensively written emails, articles and gave presentations in mettings on the issue of Kannada software Development. Dr. U. B. Pavanaja needs to stand for TRUTH on these issues.
 
BARAHA VASU has written an email in year 2004 saying that he stole the IPR/GLYPHS of AKRUTHI Fonts when he released BARAHA 1.0 in the year 1997. BARAHA VASU stole in 1997 and BARAHA VASU acknowledges in 2004. Whatever BARAHA VASU further has released after BARAHA 1.0, becomes a STOLEN property. If any one wants to read the email written by BARAHA VASU, I willsend it to you.
 
Dr. U. B. Pavanaja in 2004 has written several emails to me about KANNADA FONTS ISSUES and he metions these facts in those emails. Most of the KANNADIGAS have read these emails and also GoK has been appraised of this year 2004. Dr. U. B. Pavanaja says in his emails in 2004 that BARAHA VASU has stolen the IPR of AKRUTHI Fonts in the release of BARAHA 1.0 Fonts. Dr. U. B. Pavanaja writes that BARAHA VASU had called him about the read only fonts that were available on Dr. U. B Pavanaja’s KANNADA website VISHWAKANNADA.com
 
Sri. Sathyanarayana, who happened to be the sthapaka kaaryadarshi of KAGAPA and worked in KAGAPA for four to five years, has written about 2o pages in KANNADA, about how KAGAPA released KALITHA and NUDI Fonts. Here Sri. Sathyanarayana mentions the way KAGAPA did KALITHA using BARAHA Fonts and then named the same KALITHA as NUDI Fonts and sold it to Govt. of KARNATAKA in 1997.
 
AKRUTHI FONTS owner Sri. ANAND has also written to me extensively in 2004, saying what has happened in KANNADA SOFTWARE DEVELOPMENT. It is Sri. Anand is the one who received the email from BARAHA VASU in July 2004 and then he forwarded to me the same email.
 
These are all facts. Not Fictions.These facts makes it clear WHO RUINED the GROWTH of KANNADA SOFTWARE DEVELOPMENT – KSD in Govt. of KARNATAKA. KAGAPA has led Govt. of KARNATAKA in wrong directions in KSD.
 
BARAHA and NUDI FONTS have DESTROYED the growth of KANNADA SOFTWARE DEVELOPMENT in KARNATAKA STATE.

ಈ ಕೆಳಗಿರುವ ಕನ್ನಡ ಕ್ಕೆ ಬೇಕಾಗಿರುವ  ಯೋಜನೆ ಗಳನ್ನು ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ನವರ ಕೈಯಲ್ಲಿ ಮಾಡುವುದಕ್ಕೆ ಆಗುವುದಿಲ್ಲ. ನುಡಿ ಫಾಂಟ್ಸ್ ಉಪಯೋಗಿಸಿಕೊಂಡು ಮಾಡುವುದಕ್ಕೆ ಆಗುವುದಿಲ್ಲ.
 
ಕದ್ದು ಮಾಡಿ ಉಚಿತವಾಗಿ ಕೊಡುತ್ತಿರುವ ಬರಹ ಫಾಂಟ್ಸ್ ಗಳನ್ನು ಉಪಯೋಗಿಸಿಕೊಂಡು , ವಾಸು ಸಹ ಈ ಕೆಳಗಿರುವ ಕನ್ನಡ ಕ್ಕೆ ಬೇಕಾಗಿರುವ ಯೋಜನೆ ಗಳನ್ನು ಮಾಡುವುದಕ್ಕೆ ಆಗುವುದಿಲ್ಲ.
ಕರ್ನಾಟಕ ಸರಕಾರದಲ್ಲಿ ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗಬೇಕಾದರೆ ಕೆಳಗಡೆ ಇರುವ ಎಲ್ಲ ಯೋಜನೆಗಳನ್ನು ಮಾಡಬೇಕು. ಇದಕ್ಕಾಗಿ ಸರಳ ಯೋಜನೆಗಳನ್ನು ಹಾಕಿಕೊಳ್ಳಬೇಕು:
ಸ್ಥಳೀಕರಣ, ಬಹುಮಾದ್ಯಮದ ನಿರೂಪಣೆಯ ಸೃಷ್ಟಿ ಮತ್ತು ಏನ್. ಎಲ್. ಪಿ (ನ್ಯಾಚುರಲ್ ಲ್ಯಾಂಗ್ವೇಜ್ ಪ್ರಾಸೆಸ್ಸಿಂಗ್)

 
ಯೋಜನೆಯ ಹೆಸರು: ಸ್ಥಳೀಕರಣ
ಉದ್ದೇಶ : ಅನ್ವಯಕ ತಂತ್ರಾಂಶದ ಸ್ಥಳೀಕರಣದ ದ್ವಿಭಾಷಾ ಅಕ್ಷರಗಳ ಏಕರೂಪತೆಯ ಪ್ರಮಾಣಿಕರಣದಿಂದ ಅಥವಾ ಕನ್ನಡ ಅಕ್ಷರ ವಿನ್ಯಾಸಕ್ಕೆ ಸಂಕೇತ ಕೊಡುವುದರೊಂದಿಗೆ ಆರಂಭವಾಗುತ್ತದೆ. ಕನ್ನಡಕ್ಕೆ ಯಾವುದೇ ಏಕರೂಪತೆ ಏರುವ ದ್ವಿಭಾಷಾ ಅಕ್ಷರ ವಿನ್ಯಾಸಗಳು ಇಲ್ಲವೆನ್ನುವದನ್ನು ಗಮನಿಸಬೇಕು.ಅನ್ವಯ ತಂತ್ರಾಂಶದ ಸ್ಥಳೀಕರಣವು ಏಕರೂಪದ ಕನ್ನಡ ಶಬ್ದಕೋಶ ಮತ್ತು ಸ್ಥಳೀಕರಣಕ್ಕೆ ಬೇಕಾದ ಅನೇಕ ಸಾದನಗಳ ಅಭಿವೃದ್ಧಿಯನ್ನು ಕೂಡ ಒಳಗೊಂಡಿರುತ್ತದೆ. ಸ್ಥಳೀಕರಣವು ಬಳಕೆದಾರರ ಸಂವಾದಕ್ಕಾಗಿ ಇರುವ ಸಂಭಾಷಣ ಕಿಟಕಿಯ ಪುನರ್ ವಿನ್ಯಾಸವನ್ನೂ ಕೂಡ ಒಳಗೊಂಡಿರುತ್ತದೆ.
೧) ವಿಂಡೋಸ್ ೯೮ ಸ್ಥಳೀಕರಣ :
ಉದ್ದೇಶ : ಎಂ.ಎಸ್. ವಿಂಡೋಸ್ ೯೮ ವ್ಯಾಪಕವಾಗಿ ಬಳಕೆಯಲ್ಲಿದೆ ಮತ್ತು ಅದು ಪ್ರಾಜೆಕ್ಟ್ ಶಿಕ್ಷಣದ ಪ್ರಮುಖ ಅಂಗವಾಗಿದೆ. ಆದ್ದರಿಂದ, ಎಂ.ಎಸ್. ವಿಂಡೋಸ್ ೯೮ ಅನ್ನು ಸ್ಥಳೀಕರಣ ಗೊಳಿಸಲು ಅತ್ಯವಶ್ಯಕವಾದ ತಂತ್ರಾಂಶಗಳನ್ನು ಅಭಿವೃದ್ದಿಗೊಳಿಸುವುದು. ಇದು ಕನ್ನಡ ಮಾದ್ಯಮದ ವಿಧ್ಯಾರ್ಥಿಗಳಿಗೆ ತರಬೇತಿ ಕೊಡಲು ಅತ್ಯವಶ್ಯಕವಾಗಿದೆ.
೨) ಎಂ.ಎಸ್ ವಿಂಡೋಸ್ ಆಧಾರಿತ ಅನ್ವಯಕ ತಂತ್ರಾಂಶಗಳ ಸ್ಥಳೀಕರಣ :
ಉದ್ದೇಶ : ಅದೇ ರೀತಿ ಎಂ.ಎಸ್ ವಿಂಡೋಸ್ ಆಪರೇಟಿಂಗ್ ಸಿಸ್ಟಂ ಆಧಾರಿತ ಅನ್ವಯಕ ತಂತ್ರಾಂಶಗಳು ಕೂಡ ಗಣಕದಲ್ಲಿ ಕನ್ನಡದ ಬೆಳವಣಿಗೆಗೆ ಅವಶ್ಯಕವಾಗಿದೆ.

 

೩) ಸಹಾಯ ವಿಷಯಗಳ ಸ್ಥಳೀಕರಣ :
ಉದ್ದೇಶ
: ಎಲಾ ಸಹಾಯ ವಿಷಯಗಳು ಕನ್ನಡ ಬಳಕೆದಾರರಿಗೆ ಅನುಕೂಲವಾಗಲು ಭಾಷಾಂತರವಾಗಬೇಕು.
೪) ಅಂತರ್ಜಾಲ ಅನ್ವಯಕ ತಂತ್ರಾಂಶಗಳ ಸ್ಥಳೀಕರಣ :
ಉದ್ದೇಶ : ಇಥಿಚಿನ ದಿನಗಳಲ್ಲಿ ಸಮಾಜದ ವಿವಿಧ ಬೇಡಿಕೆಗಳನ್ನು ಪೂರೈಸಲು ಅಂತರ್ಜಾಲ ಆಧಾರಿತ ಅನ್ವಯಕ ತಂತ್ರಾಂಶಗಳು ಲಭ್ಯವಾಗಿವೆ. ಮತ್ತು ಜನಸಮುದಾಯವನ್ನು ಮುಟ್ಟಲು ಇವುಗಳ ಸ್ಥಳೀಕರಣ ಮಾಡಬೇಕಾಗಿದೆ.

ಉದ್ದೇಶ : ಕನ್ನಡ ಬಳಕೆದಾರರ ತರಬೇತಿಗಾಗಿ ಪಠ್ಯವನ್ನು ತಾಯಾರಿಸುವುದು ಬಹಳ ಕಷ್ಟದ ಕೆಲಸ, ಅದಕ್ಕಾಗಿ ಬಹುಮಾದ್ಯಮ ನಿರೂಪಣೆಯ ಸೃಷ್ಟಿಮಾಡಲು ಒಂದು ತಂತ್ರಾಂಶವನ್ನು ರಚಿಸಬೇಕಾಗಿದೆ.

ಉದ್ದೇಶ : ಪದ ಸಂಸ್ಕಾರದಂತಹ ಮೂಲಭೂತ ತಂತ್ರಾಂಶದಲ್ಲಿ ಬಳಸಲು ಕಾಗುಣಿತ ತಪಾಸಣೆಯ ತಂತ್ರಾಂಶ ಅತ್ಯವಶ್ಯಕವಾಗಿದೆ.
೨) ವ್ಯಾಕರಣ ತಪಾಸಣೆ :
ಉದ್ದೇಶ : ಕ್ರಿಯಾತ್ಮಕ ಬರವಣಿಗೆಯನ್ನು ಇನ್ನಷ್ಟು ಸುಧಾರಿಸಲು ಮತ್ತು ತಪ್ಪಿಲ್ಲದ ಬರವಣಿಗೆಗಾಗಿ ಕನ್ನಡ ವ್ಯಾಕರಣ ತಪಾಸಣೆ ಮಾಡುವ ತಂತ್ರಾಂಶ ಅತ್ಯವಶ್ಯಕವಾಗಿ ರಚಿಸಬೇಕಾಗಿದೆ.
೩: ಸಮಾನಾರ್ಥ ನಿಘಂಟು :
ಉದ್ದೇಶ : ಕ್ರಿಯಾತ್ಮಕ ಬರವಣಿಗೆಗಾಗಿ ಒಂದು ಸಮಾನಾರ್ಥ ನಿಘಂಟು ಅವಶ್ಯಕವಾಗಿದೆ.
೪) ಹೈಫಾರ್ನಶನ್ :
ಉದ್ದೇಶ : ಪದ ಸಂಸ್ಕಾರದಲ್ಲಿ ಪುಟ ರಚನೆ ಮಾಡಲು ಮತ್ತು ಅಕ್ಷರ ಜೋಡಣೆ ಮಾಡಲು ಹೈಫಾರ್ನಶನ್ ಅವಶ್ಯಕವಾಗಿದೆ.
೫) ಸಾರಾಂಶ :
ಉದ್ದೇಶ : ಸಾರಾಂಶ ಮಾಡುವ ಸಾಧನಗಳು ಇಡೀ ಬರವಣಿಗೆಯ ಸಂಕ್ಷಿಪ್ತ ಸಾರಾಂಶವನ್ನು ಮಾಡುವಷ್ಟು ಪ್ರಗತಿ ಹೊಂದಿದೆ.

 

೬) ವಿದ್ಯುನ್ಮಾನ ನಿಘಂಟು :
ಉದ್ದೇಶ : ಕನ್ನಡವನ್ನು ಬರೆಯುವ ವಿಶಿಷ್ಟ ಶೈಲಿಯಿಂದಾಗಿ ನಿಷ್ಕ್ರಿಯ ನಿಘಂಟು ಯಾವುದೇ ಸಹಾಯ ನೀಡುವುದಿಲ್ಲ. ಆದ್ದರಿಂದ ನಿಘಂಟಿನ ಬಳಕೆಯ ಉಪಯುಕ್ತತೆಯನ್ನು ಹೆಚ್ಚಿಸಲು ವಿದ್ಯುನ್ಮಾನ ನಿಘಂಟು ಅವಶ್ಯಕವಾಗಿದೆ.
೭) ಭಾಷಾಂತರ :
ಉದ್ದೇಶ : ಆಡಳಿತ ಶಿಕ್ಷಣ, ನ್ಯಾಯಾಂಗ, ವೈದ್ಯಕೀಯ, ವಾಣಿಜ್ಯ ಮುಂತಾದ ಅನೇಕ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಭಾಷಾಂತರ ತಂತ್ರಾಂಶದ ಅವಶ್ಯಕತೆ ಇದೆ.
೮) ಟಿ.ಟಿ.ಎಸ್ :
ಉದ್ದೇಶ : ಉಧ್ರೋಷಣೆ, ದ್ವನಿ ಸಂಯೋಜನೆ, ಮುಂತಾದ ಅವಶ್ಯಕತೆಗಳಿಗಾಗಿ ಅಕ್ಷರಗಳನ್ನು ಧ್ವನಿಯಾಗಿ ಪರಿವರ್ತಿಸುವ ತಂತ್ರಾಂಶ ಬಹಳ ಬೇಡಿಕೆಯಲ್ಲಿದೆ.
೯) ಓ ಸಿ ಆರ್ :
ಉದ್ದೇಶ : ಕೈಬರಹ ಮತ್ತು ಮುದ್ರಿತ ಬರಹಗಳಲ್ಲಿರುವ ಅಕ್ಷರಗಳನ್ನು ಗುರುತಿಸುವ ತಂತ್ರಾಂಶ ತುರ್ತಾಗಿ ಬೇಕಾಗಿದೆ.
೧೦) ದ್ವನಿ ಗುರುತಿಸುವಿಕೆ .
ಉದ್ದೇಶ : ಅನೇಕ ಬಳಕೆಗಳಿಗಾಗಿ ಹೆಚ್ಚಾಗಿ ಅಂದತೆ ಇರುವವರಿಗೆ ಧ್ವನಿ ಗುರುತಿಸುವ ತಂತ್ರಾಂಶ ಅಗತ್ಯವಿದೆ.

A PROPOSAL TO SETUP
DEPARTMENT OF KANNADA LANGUAGE TECHNOLOGY AND SOFTWARE DEVELOPMENT “DKLTSD”
Preamble
“Mahiti”- The Millennium IT policy released by the GoK included policies towards benefiting Kannada software development. Further, under The Millennium IT policy, GoK has committed itself to promote Kannada in Information Technology and provide incentives for the development of Kannada Software.
Background
(a) A passionate bunch of entrepreneurs had for over two decades pioneered and provided the facility of using Kannada on computers, when even International software developers like Microsoft had not provided such a facility.
(b) These developers enabled publishers to avail of the latest facilities like DTP and Electronic pre-press facilities to produce quality books, periodicals and Newspapers in Kannada. 
(c) Survival was always a challenge for these developers, for they had to fight piracy, obsolescence and restricted market volumes. But they fought on with love for Kannada as their main inspiration hoping that some day when Kannada is used widely on computers their pioneering efforts would pay back.
(d) Development of a Kannada software called NUDI was funded by GoK, and it was allowed to monopolise in the Government Departments and undertakings. But, NUDI software has non-standard fonts and this software has completely destroyed competitive opportunity for other local Kannada software developers, who were working in this field for past 20 years.
(e) There were as many as twenty Companies developing Kannada software, up to the period of year 2000. But, currently only three Kannada software development companies are surviving only due to their lust towards developing technology for Kannada. This is an indicator that Kannada software development is not lucrative enough for doing business. These three organizations have also stopped any further development of Kannada software due to the loss of investment in Kannada software.
(f) Kannada software is lagging far behind when compared to other languages, such as Tamil and Hindi. Wherein the development is well ahead and on par with other western languages. In these languages lot of work has been done in the areas such as Spellcheck, Grammar check, OCR, TTS, Voice recognition, Machine translation, Localisation etc.
Introduction
There is an urgent need to safeguard the interests of Kannada on computers and furtherance of Software & Technology development for the complex requirements of Kannada. Kannada software development can’t be equated with general software development because of its cultural context.
Lack of Kannada software and technologies may force the use of English, in the context of aggressive computerization in every level of Government Administration. This is already evident from the Mahithi Sindhu, Project Shiksha, which are based on the software with English interface and no software with Kannada interface is used.
Proposal
In view of the enormous work that has to be taken up in the future for Kannada software, there is an immediate necessity to create a department to look into the aspects of developing technologies and software for Kannada. This department needs to take up the responsibility of ensuring future developments. To further the cause of Tamil on computers, various Universities in Tamilnadu has already created study unit /department/centre of excellence.
In this context, It is high time for the Govt. to cater adequate funds for this inevitable contingency so as to go ahead with the requirements to fund the Department, which will enable us to undertake and accomplish the results and showcase our developments in the field of KANNADA LANGUAGE TECHNOLOGY AND SOFTWARE DEVELOPMENT.
Activity
This department will undertake research and development of technologies for Kannada and conduct academic programmes such as MA in Computational Linguistics to develop human resources in the field of software development for Kannada and computational linguistics to enable NLP applications. All the resultant research work will be announced/distributed as Open Source without any royalty.
Areas of working
The proposed department will work in the areas of Localisation, NLP applications such as Translation, Voice Recognition, OCR, Human and computer interface etc.
 
Title of the project : Localisation
Localisation of application software starts from standardization of bi-lingual fonts or character  encoding for Kannada. It has to be noted that, there is no standard for bi-lingual fonts for Kannada. Further, the localization of application software involves standardization of glossaries in Kannada and development of various tools and software to achieve localization. The process of localization involves of application software involving redesigning of user interfaces such as dialogs boxes.
1. Localisation of Windows 98
Objective : The use of MS Windows 98 is predominant and is also included in the project shiksha and hence the need for developing a software to localize MS Windows 98 is critical to imparting training to Kannada medium students.

2. Localisation of MS Windows based applications
Objective : Similarly the application software developed for MS Windows Operating System is critical for promotion of Kannada on computers.

3. Localisation of Help contents
Objective : All the help contents has to be translated so as to enable the Kannada users to use the computers effectively.

4. Localisation of Web applications
Objective : Now a days more and more Web based applications are available to meet the various needs of the society. In order to reach the masses, all these applications need to be localized.

Objective : Preparation of Learning/Teaching materials for the needs of Kannada users is always a cumbersome process. An easy to use authoring software needs to be developed to address the needs of the Kannada.

Objective : For wordprocessors and page layout software, hyphenation is a critical component in formatting of text.

Objective : Summarisation tools are evolving to extract the abstract of text.

Objective : Due to the agglutinative nature of writing Kannada word, a mere passive dictionary is of little help. In order to enhance the use of dictionary, an electronic dictionary is very much essential.

Objective : Translation software are required for various domains such as administration, education, judicial, medical, commerce etc.

8. TTS
Objective : Text to speech software are in demand for various requirements such as announcements, voice synthesizers etc.

Objective : Character recognition software for handwriting and printed texts are the need of the hour.

Objective : For various needs, voice recognition software are required.

University of Mysore has come forward to set up a ‘Rashtrakavi Kuvempu International Centre for Kannada Software and Technology’ coinciding with Rashtrakavi Kuvempu’s Birth Centenary celebrations to develop and promote newer technologies for Kannada.

At a press conference here on Thursday, Vice-Chancellor Prof J Shashidara Prasad said the centre would identify and acquire the technologies already developed by various institutions and industries which can help the promotion of Kannada on the digital medium.

It would encourage academic institutions and industries with adequate funds to develop newer technologies for the emerging needs, and facilitate technology transfer to industries, NGOs and end users free of cost.

He said the centre would excel as a repository for Kannada software technologies. At least Rs 5 crore would be required for setting up the centre and Rs 10 crore had been sought from the Centre.

V M Kumaraswamy, CEO, Nova Group, Business and Management Consulting said Union Minister of State for Planning M V Rajashekaran has assured to support the initiative.

Mr Kumaraswamy, a US resident, said Kannada is a language with tremendous richness and antiquity and resilience with over 2,000 years of spoken and written history.

“There has been an uninterrupted growth of its literature and are in various mediums like stone and metal etchings, palm leaf inscriptions and on paper. In keeping with the modern times and technologies, the latest medium on which it has adapted itself is the computer and electronic mediums as evident in the usage of Kannada in electronic publishing, multimedia and educational content, Internet websites, and e-mails, discussion groups, e-books, government administration, word processing and office applications,†he explained.

“There are however some dark clouds hovering over Kannada in these newest electronic mediums and it faces grave danger due to some harmful developments over the past few years as a result of which, independent software developers for Kannada software have virtually been eliminated and ultimately it has reached the stage for the subservience of Kannada language to some elements,†he said.

With the independent software developers in a precarious condition and multifaceted use of computers spreading with English interface, the vast majority of Kannadigas who cannot afford to avail the facilities will be left high and dry, he opined.

It should be borne in mind that unlike the proliferation of the IT industry in State, IT usage within Karnataka and especially the government will have a deep influence and impact on the culture and heritage of Karnataka because it hits at the very root of culture, its language, Mr Kumaraswamy said.

Also the welfare of the masses is at stake when their main medium of communication is not in their language. Hence, the Centre was planned to propel the development of technologies for Kannada for its efficient use on digital mediums like computer.

University of Mysore has received the State government’s clearance for opening ‘Rashtrakavi Kuvempu International Centre for Kannada Software and Technology’ to develop and promote newer technologies for Kannada.

 
The centre will come up at Senate Bhavan in a couple of weeks. Prior to its launch, a meeting of software professionals who were involved in developing Kannada software like Nudi, Baraha, has been planned to discuss aims and objectives and also the action plan for the centre.

Vice-chancellor Prof J Shashidara Prasad told Deccan Herald that the centre will identify and acquire the technologies already developed by various institutions and industries to help in promotion of Kannada on digital medium.

 
“The centre will encourage academic institutions and industries with adequate funds to develop newer technologies for the emerging needs, and facilitate technology transfer to industries, NGOs and end users free of cost,†he said.

He said the centre will excel as a repository for Kannada software technologies. “The main focus of the centre will be to bring all Kannada software developers in one place and develop software in Kannada with open source code,†he added.

Focus on Kannada

The vice-chancellor said the centre will propel the development of technologies for Kannada for its efficient use on digital media like computer. While the State government has promised funds for the centre, the university is planning to seek special grants from the Union Government for the centre.

“Union Communications Minister Dayanidhi Maran has hailed the efforts being made by the university in promoting Kannada software and also assured to extend possible help to the Kannada software development centre,†he said

Conventional software development takes place in a slow pace. We all got used it. It needs to change now. Now this can happen at a speed no one could have imagined.
GoK should look into how to make state government work better and cheaper.
 
Open-source software is a legitimate and potentially effective approach to software development for GoK.
 
Open-source products as more flexible and secure than the proprietary code that dominates GoK systems today.
 
GoK should considered proposals from outside experts that would boost government use of Linux and other technologies.
 
GoK should not depend on only one source through e-Governance department of GoK. GoK’s e-governance might not know all the things that are available in the open market. GoK’s e-Governance may be biased towards one only product or single vendor which might be a propreitary software. Where source code is not available for users in GoK.
 
GoK “should take an inventory of software purchases and software renewals…and implement open-source alternatives where feasible,”.
 
Open-source can be a major cost savings for GoK, and GoK can’t simply ignore it.
 
GoK needs software security. Since Open-Source Software is having greater number of people keeping an eye on source code leads to better software security. With open-source code, “thousands of people look at the critical portions of source code and…check those portions are right. It’s a major advantage to have open-source code.”
 
GoK should join other numerous government bodies in Germany, UK, China, Korea, Commanwealth of Massachussets and some states in INDIA that have adopted or considered procurement policies that favor open-source software as more cost-effective and secure.
 
Even our President Dr. A. P. J. Abdul Kalam favours open source software for INDIA with Billion people. He wants younger generation to learn from this so that INDIA can develop it’s own software through open source. This also preserves our NATIONAL SECURITY and DEFENCE SYSTEMS.
 
In China they are interested in using what they build, and they are building Linux-based applications today.In U.S., they are very focused on the total cost of ownership and flexibility. In Japan, they are focused more on the import-export ratios, and they would like to see more exporting of software versus importing of software.
 
GoK needs to develop level playing field around software development, so GoK can create local jobs building infrastructure. GoK needs to be concerned about where GoK money goes. Open-source projects, especially those requiring extensive localization and integration of existing products, promise to employ local developers. This builds the local economy. This helps to build jobs in various parts of Karnataka State like Hubli, Dharwad, Belgaum, Bellary, Bidar, Raichur, Mysore, Mandya, Shimoga, Mangalore and other districts.
 
GoK needs to train KANNADIGAS in all Districts so that it will have enough man power in each district. This helps the functioning of GoK easier, better and cheaper. Karnataka State money stays with in Karnataka State. This creates revolving economy in Karnataka State.

ಕನ್ನಡ ಭಾಷೆಯ ಬೆಳವಣಿಗೆಗೆ ದೊಡ್ಡ ಕೊಡಲಿ ಪೆಟ್ಟು ಆಗಿರೋದು ಶೇಷಾದ್ರಿವಾಸು ಇಂದ. ಯಾಕೆಂದರೆ, ವಾಸು ಆಕೃತಿ ಫಾಂಟ್ಸ್ ೧೯೯೭ ನಲ್ಲಿ  ಕದ್ದು  ಬರಹ ಮಾಡಿದ್ದಾನೆ. ಇದನ್ನು ವಾಸುನೆ ಜುಲೈ ೨೦೦೪ ರಲ್ಲಿ ಒಂದು ಈಮೇಲ್ ಬರೆದು ತಿಳಿಸಿದ್ದಾನೆ. ಬರಹ ಕದ್ದು ಮಾಡಿದ್ದು ಅಂಥ ವಾಸುನೆ ಒಪ್ಪಿಕೊಂಡಿದ್ದಾನೆ. ವಾಸು ಕದ್ದು ಬರಹ ೧.೦ ಮಾಡಿಲ್ಲದೆ ಹೋದರೆ, ಮುಂದಿನ ಬರಹ ೨.೦ , ೩.೦, ೪.೦, ೫.೦, ೬.೦, ೭.೦, ಮಾಡುವುದಕ್ಕೆ ಆಗುತ್ತಿರಲಿಲ. ವಾಸು ಏನು ಏನು ಮಾಡುತ್ತಿದ್ದನೋ ಅದೆಲ್ಲ ಕದ್ದು ಮಾಡಿದಂಗೆ ಆಗುತ್ತದೆ.
 
 
ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಶೇಷಾದ್ರಿವಾಸು ಕದ್ದು ಮಾಡಿದ ಬರಹ ತಂತ್ರಾಂಶವನ್ನು ಉಪಯೋಗಿಸಿಕೊಂಡು ಕಲಿತ ಎಂಭ ತಂತ್ರಾಂಶದಲ್ಲಿ ಸೇರಿಸಿ ಅಮೇಲೆ ಅದಕ್ಕೆ ನುಡಿ ಅಂಥ ಹೆಸರುಕೊಟ್ಟು ಕರ್ನಾಟಕ ಸರಕಾರಕ್ಕೆ ದುಡ್ಡು ಪಡೆದು ಮಾರಿದೆ.
ವಾಸು ಬರಹ ಕದ್ದು ಮಾಡಿ, ಕನ್ನಡ ಗಣಕ ಪರಿಷತ ಗೆ ಬರಹ ತಂತ್ರಾಂಶ ವನ್ನು ಉಪಯೋಗಿಸಲು ಕೊಡದೆ ಇದಿದ್ದರೆ , ಕಲಿತ ತಂತ್ರಾಂಶ ವನ್ನು ಮಾಡಲು ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಗೆ ಆಗುತ್ತಿರಲಿಲ್ಲ ಮತ್ತು  ನುಡಿ ತಂತ್ರಾಂಶನು ಕರ್ನಾಟಕ ಸರಕಾರಕ್ಕೆ ಮಾರುವುದಕ್ಕೆ ಆಗುತ್ತಿರಲಿಲ್ಲ.
 
 
ನುಡಿ ಮತ್ತು ಬರಹ ತಂತ್ರಾಂಶ ಬರುವುದಕ್ಕೆ ಮೊದಲು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಕಚೇರಿಗಳಲ್ಲಿ ಕನ್ನಡ ತಂತ್ರಾಂಶ ವನ್ನು ಉಪಯೋಗಿಸುತ್ತಿದ್ದರು. ೨೪ ಕನ್ನಡ ತಂತ್ರಾಂಶ ತಯಾರಿಕರು ಇದ್ದರು. ಈಗ ಎಸ್ಟು ಇದ್ದರೆ ಅಂಥ ಲೆಕ್ಕ ಹಾಕಬೇಕು?
ನುಡಿ ಮತ್ತು ಬರಹ ಕನ್ನಡ ತಂತ್ರಾಂಶ ಬರುವುದಕ್ಕೆ ಮೊದಲು, ಒಬ್ಬ ಕನ್ನಡ ತಂತ್ರಾಂಶ ತಯಾರಿಕರು ಕರ್ನಾಟಕ ಸರ್ಕಾರಕ್ಕೆ , ಅವರ ಕನ್ನಡ ತಂತ್ರಾಂಶ ವನ್ನು , ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಕಚೇರಿಗಳಲ್ಲಿ ಉಚಿತ ವಾಗಿ ಉಪಯೋಗಿಸಬಹುದು ಎಂದು ೧೯೯೭ ನಲ್ಲಿ ಪತ್ರ ಬರೆದಿದ್ದರು. ಈ ಕನ್ನಡ ತಂತ್ರಾಂಶ ವನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರದಲ್ಲಿ ಆಗಲೇ ಕಚೇರಿಗಳಲ್ಲಿ ಉಪಯೋಗಿಸುತ್ತಿದ್ದರು.
 
 
ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಗೆ ಕನ್ನಡ ತಂತ್ರಾಂಶ ಮಾಡುವ ವಿದಾನವೇ ಗೊತ್ತಿಲ್ಲ ಮತ್ತು ಗೊತ್ತಿರಲಿಲ್ಲ.
ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಒಂದು ಹವ್ಯಾಸಿ ಸಂಸ್ಥೆ ಅಂಥ ತೇಜಸ್ವಿ ಯವರೇ ಹೇಳಿದ್ದಾರೆ.
ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್, ನುಡಿ ತಂತ್ರಾಂಶ ಕದ್ದು ಮಾಡುವುದಕ್ಕೆ ಕಾರಣ ಬರಹ ವಾಸು.
 
 
 
ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಗೆ ನುಡಿ ತಂತ್ರಾಂಶ ಮಾಡಲು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ೩೫ ಲಕ್ಷ  ರೂಪಾಯಿಗಳನ್ನು ಮಂಜೂರು ಮಾಡಿದ್ದರು. ಈ ದುಡ್ಡು ಯಾರು ಯಾರಿಗೆ ಹೋಗಿದೆ ಅಂಥ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಯಾಕೆ ಹೇಳುತ್ತಿಲ್ಲ. ಇದರಲ್ಲಿ ಗುಟ್ಟು ಏನು ? ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ನವರಿಗೆ ಈ ದುಡ್ಡು ಎನ್ ಆಗಿದೆ ಅಂಥ ಗೊತ್ತು. ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಯಾಕೆ ಏನು ಹೇಳುತ್ತಿಲ್ಲ?
ಕರ್ನಾಟಕ ಸರಕಾರ ದಿಂದ ದುಡ್ಡು ತೆಗೆದು ಕೊಂಡ, ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಯಾಕೆ ನಾವು ಕನ್ನಡಕ್ಕೆ ಉಚಿತ ಸೇವೆ ಮಾಡುತ್ತಿದ್ದೇವೆ ಅಂಥ ಸುಳ್ಳು ಹೇಳಿಕೊಂಡು ಓಡಾಡಬೇಕು?
 
 
 
ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ವನ್ನು ತಪ್ಪು ದಾರಿ ಗೆ ಹೇಳೆದಿದ್ದಾರೆ ಮತ್ತು ಕನ್ನಡ ತಂತ್ರಾಂಶ ವನ್ನು ನಾವೇ ಮಾಡಿದ್ದೇವೆ ಅಂಥ ಸುಳ್ಳು ಹೇಳಿಕೊಂಡು ತಿರುಗಾಡುತ್ತಿದ್ದಾರೆ.
ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಗೆ ತಂತ್ರಾಂಶ ಅಂದರೆ ಏನು ಅಂಥ ನು ಗೊತ್ತಿರಲಿಲ್ಲ ಮತ್ತು ಎಲ್ಲರ ಕಣ್ಣಿಗೆ ಮಣ್ಣು ಎರಚಿದ್ದಾರೆ.
ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಗೆ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ದುಡ್ಡು ಕೊಟ್ಟು  ಹೊಸ ಕನ್ನಡ ತಂತ್ರಾಂಶ ಮಾಡಿ ಅಂಥ ಹೇಳಿದ್ದು. ಈಗ ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಕದ್ದು ಮಾಡಿರುವ ನುಡಿ ಕನ್ನಡ ತಂತ್ರಾಂಶ ವನ್ನು ಕರ್ನಾಟಕ ಸರಕಾರಕ್ಕೆ ಕೊಟ್ಟಿದ್ದಾರೆ. ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಕನ್ನಡಿಗರಿಗೆ ಮತ್ತು ಕರ್ನಾಟಕ ಸರ್ಕಾರಕ್ಕೆ ಮೋಸ ಮಾಡಿದ್ದಾರೆ. ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಅನ್ನು ಕರ್ನಾಟಕ ಸರ್ಕಾರ ದವರು ದೂರ ಇಡಬೇಕು.
ಕರ್ನಾಟಕ ಸರ್ಕಾರ, ನುಡಿ ತಂತ್ರಾಂಶ ವನ್ನು ಎಲ್ಲ ಸರ್ಕಾರ ಕಚೇರಿಯಲ್ಲಿ ಕಡ್ಡಾಯವಾಗಿ ಉಪಯೋಗಿಸಬೇಕೆಂದು ಪತ್ರ ಬರೆದಿದ್ದಾರೆ. ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಬೇರೆ ಕನ್ನಡ ತಂತ್ರಾಂಶ ತಯಾರಿಕರಿಗೆ ಮೋಸ ಮಾಡಿದ್ದಾರೆ.
 
 
 
ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗಬೇಕಾದರೆ ಕನ್ನಡ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ದಿ ಆಗಲೇಬೇಕು ಕರ್ನಾಟಕ ಸರಕಾರದಲ್ಲಿ.
ಕನ್ನಡವನ್ನು ತಂತ್ರಾಂಶ ದಾಲ್ಲಿ ಸರಿಯಾಗಿ ಅಳವಡಿ ಸದೇಹೊದರೆ, ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗುವುದು ಕಸ್ಟ ಆಗುತ್ತೆ. ಕರ್ನಾಟಕ ಸರ್ಕಾರದಲ್ಲಿ ಈಗ ಆಗಿರುವ ತಪ್ಪನೆಲ್ಲ ಸರಿಪಡಿಸಬೇಕು.
ಕನ್ನಡ ವನ್ನು ಸರಿಯಾಗಿ ತಂತ್ರಾಂಶ ದಲ್ಲಿ ಅಳವಡಿಸಿದರೆ, ಜಿಲ್ಲಾ, ತಾಲೂಕು , ಹೋಬಳಿ, ಹಳ್ಳಿ  ಮತ್ತು ಎಲ್ಲ ಕನ್ನಡಿಗರು ಚೆನ್ನಾಗಿ ಮುಂದೆ ಬರುತ್ತಾರೆ. 
ಜಿಲ್ಲೆ, ತಾಲೂಕು, ಹೋಬಳಿ, ಮತ್ತು ಹಳ್ಳಿ ಗಳ, ಕನ್ನಡಿಗರ ಮಕ್ಕಳು ಕನ್ನಡದಲ್ಲಿ ಓದಿ ಮುಂದೆ ಬರುವುದಕ್ಕೆ ಕಸ್ಟ ಆಗುತ್ತಿದೆ. ಇದನೆಲ್ಲ ನಾವು ಗಮನಿಸಬೇಕು. ಇವರೆಲ್ಲ ಬೆಂಗಳುರಿಗೆ ಕೆಲಸ ಹುಡುಕಲು ಬಂದ್ಗ ಎಸ್ಟು ಕಸ್ಟ ಪಡುತ್ತಾರೆ ಅಂಥ ನಾವೆಲ್ಲ ಗಮನಿಸಿ ಒಂದು ದಾರಿ ತೋರಿಸಬೇಕು.
 
 
 
ಕರ್ನಾಟಕ ಸರ್ಕಾರ ದಲ್ಲಿ, ಕನ್ನಡ ಆಡಳಿತ ದಲ್ಲಿ ಕಡ್ಡಾಯ ವಾಗ ಬೇಕಾದರೆ, ಕನ್ನಡ ತಂತ್ರಾಂಶ ಸರಿಪಡಿಸಬೇಕು.  ಕನ್ನಡಿಗರಿಗೆ ಇದೆ ಮೊದಲನೆಯ ಕೆಲಸ.
 
ಈ ಆಡಳಿತ ದಲ್ಲಿ ಎಲ್ಲ ಕಡೆ, ಅಂದರೆ, ವಿಧಾನ ಸೌಧ ಇಂದ ಎಲ್ಲ ಹಳ್ಳಿ ಯವರಿಗೆ, ಕನ್ನಡ ಕಡ್ಡಾಯವಾಗಿ ಇರಬೇಕಾದರೆ ಕರ್ನಾಟಕ ಸರ್ಕಾರದಲ್ಲಿ , ಕನ್ನಡ ತಂತ್ರಾಂಶ ವನ್ನು ಸರಿ ಪಡಿಸಬೇಕು.
 
 
 
ಕನ್ನಡಿಗರು, ನಾವೆಲ್ಲ ಸೇರಿ ಇದಕ್ಕೆ ಏನು ಮಾಡಬೇಕೆಂದು ಒಂದು ದಾರಿ ನೋಡಬೇಕು.
ಚಾರಿತ್ರಿಕ ತಿರುವಿನಲ್ಲ್ಲಿ ಕನ್ನಡ ಭಾಷೆಯ ಭವಿಷ್ಯ.
ಆದುನಿಕ ಯುಗದಲ್ಲಿ ಕನ್ನಡದ ಸ್ಥಿತಿ ಗತಿಗಳನ್ನು ಕನ್ನಡಿಗರು ಗಮನಿಸಬೇಕು.
ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ತಪ್ಪು ಧೋರಣೆಗಳು.
ಕನ್ನಡ ತಂತ್ರಾಂಶಕ್ಕೆ ಆಗಿರುವ ತೊಂದರೆಗಳನ್ನು ಸರಿಪಡಿಸಬೇಕು.
 
 
 
ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಏನು ಮಾಡಬೇಕು ?

ಕರ್ನಾಟಕ ಸರ್ಕಾರವು ಮೊದಲನೆಯದಾಗಿ, “ನುಡಿ” ತಂತ್ರಾಂಶವನ್ನೇ ಬಳಿಸಲೇಬೇಕು ಎಂಭ ಆದೇಶವನ್ನು ಹಿಂತೆಗೆದುಕೊಳ್ಳಬೇಕು.
ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ಗೆ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ಕೊಟ್ಟಿರುವ ಸ್ಥಾನ ಮಾನ ವನ್ನು ತೆಗೆದು ಹಾಕಬೇಕು.
ಕರ್ನಾಟಕ ಸರ್ಕಾರದಲ್ಲಿ ಈಗ ಆಗಿರುವ ತಪ್ಪನೆಲ್ಲ ಸರಿಪಡಿಸಬೇಕು.
ಕರ್ನಾಟಕ ಸರಕಾರವನ್ನು ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ತಪ್ಪು ದಾರಿಗೆ ಎಳೆದಿದೆ. ಇದನ್ನು ಸರಿಪಡಿಸಬೇಕು.
“ನುಡಿ” ತಂತ್ರಾಂಶ ವನ್ನು ಮುಕ್ತವಾಗಿ ಉಪಯೋಗಿಸಲು “ನುಡಿ” ಸೋರ್ಸ್ ಕೋಡ್ ಅನ್ನು ಅಂತರ್ಜಾಲದಲ್ಲಿ ಹಾಕಿದರೆ, ಎಲ್ಲರು ಸೇರಿ ಇದನ್ನು ಅಭಿವೃದ್ದಿ ಪಡಿಸಬಹುದು. ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ “ನುಡಿ” ತಂತ್ರಾಂಶ ವನ್ನು ಕರ್ನಾಟಕ ಸರಕಾರಕ್ಕೆ ಮಾರಿದ್ದರು ಯಾಕೆ ಒಪ್ಪುತ್ತಿಲ್ಲ ಇದಕ್ಕೆ? ಕರ್ನಾಟಕ ಸರಕಾರ ಯಾಕೆ ಮಾಡುತ್ತಿಲ್ಲ ಇದನ್ನು?
 
 
ಕರ್ನಾಟಕ ಸರ್ಕಾರ ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿ ನೇಮಿಸಬೇಕು.

ಈ ಸಮಿತಿಯಲ್ಲಿ  ತಂತ್ರಜ್ಞಾನ ಬಲ್ಲ ಸಾಹಿತಿಗಳು, ಕಂಪ್ಯೂಟರ್ ತಜ್ಞರು, ಭಾಷಾ ತಜ್ಞರು, ಪತ್ರಿಕಾ ಸಂಪಾದಕರು, ಮುದ್ರಕರು, ಕನ್ನಡ ತಂತ್ರಾಂಶ ತಯಾರಕರು, ವ್ಯಾಕರಣ ಶಾಸ್ತ್ರಜ್ಞರು, ಪ್ರಕಾಶಕರು, ಸಾಹಿತ್ಯ ಪರಿಣಿತರು, ಪತ್ರಿಕೋಧ್ಯಮಿಗಳು, ಉಚ್ಛಾರಣಾ ತಜ್ಞರು, ಕನ್ನಡ ಪ್ರಾಧ್ಯಾಪಕರು, ಸರಕಾರದ ಅದಿಕಾರಿಗಳು, ವಿಮರ್ಶಕರು, ನಿಘಂಟು ತಜ್ಞರು, ಮಾಹಿತಿ ತಂತ್ರಜ್ಞರು ಮತ್ತು ಉದ್ದಿಮೆದಾರರು, ಇರಬೇಕು.
 
 
 
ಕನ್ನಡಿಗರು ಗಮನಿಸಬೇಕಾದ ವಿಷಯಗಳು

ಎಸ್ಟೇ ಕನ್ನಡ ವೆಬ್ ಸೈಟ್ ಮತ್ತು ಕನ್ನಡ ಬ್ಲಾಗ್ ಗಳು ಇದ್ದರೂ, ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗುವುದಿಲ್ಲ.
“ನುಡಿ” ಕನ್ನಡ ತಂತ್ರಾಂಶವನ್ನು ಜನರಿಗೆ ಉಚಿತವಾಗಿ ಕೊಟ್ಟರೂ, ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗುವುದಿಲ್ಲ.
ಕನ್ನಡ ವೆಬ್ ಸೈಟ್ ಮತ್ತು ಕನ್ನಡ ಬ್ಲಾಗ್ ಗಳಿಂದ ಕನ್ನಡ ಭಾಷೆ ಉಳಿಯುವುದಿಲ್ಲ. 
ಕನ್ನಡ ಭಾಷೆ ಉಳಿಯುವುದು ಕಥೆ-ಕಾದಂಬರಿ ಇಂದ ಅಲ್ಲ.
ಗೂಗಲ್ ಅವರ ಸೈಟ್ ನಲ್ಲಿ ಕನ್ನಡ ಅಳವಡಿಸಿದರೂ, ಕರ್ನಾಟಕ ಸರ್ಕಾರದಲ್ಲಿ ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗುವುದಿಲ್ಲ.
ಕನ್ನಡ ಸಾಹಿತ್ಯ.ಕಂ ಏನೇ ಬಿಡುಗಡೆ ಮಾಡಿದ್ರೂ, ಕರ್ನಾಟಕ ಸರಕಾರದಲ್ಲಿ ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗುವುದಿಲ್ಲ.
 
 
ಕನ್ನಡ ಭಾಷೆ ಉಳಿಯಬೇಕಾದರೆ ಕನ್ನಡ ಬಳಿಕೆ ಜಾಸ್ತಿ ಯಾಗಬೇಕು. ಕನ್ನಡ ತಂತ್ರಾಂಶ ವನ್ನು ಸರಿ ಪಡಿಸಬೇಕು.
ಕನ್ನಡ ತಂತ್ರಾಂಶ ಬಳಕೆಯು ಕನ್ನಡ ಭಾಷೆಯನ್ನು ಉಳಿಸುತ್ತದೆ.
ನಾವೆಲ್ಲ ಸೇರಿ ಮಾಡಬೇಕಾದ ಕೆಲಸ ಕನ್ನಡ ತಂತ್ರಾಂಶದ ಸರಿ ಪಡಿಸಬೇಕಾದ ಕೆಲಸ.
ಇದನ್ನು ನಾವೆಲ್ಲ ಯೋಚನೆ ಮಾಡಿ ಮಾಡಬೇಕು.

ಉಡುಪಿ, ಆ. 03 : ತಂತ್ರಜ್ಞಾನ ದಿನದಿಂದ ದಿನಕ್ಕೆ ಬೆಳೆಯುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸಾಹಿತ್ಯ ತನ್ನ ಸ್ಥಾನವನ್ನು ಕಳೆದುಕೊಳ್ಳತೊಡಗಿದೆ. ಮುಂದಿನ ದಿನದಲ್ಲಿ ಜನರು ಮಾತಾನಾಡುವುದನ್ನೇ ನಿಲ್ಲಿಸಿ ಬರೀ ಕಂಪ್ಯೂಟರ್ ಮೂಲಕ ಮಾತನಾಡುವಂತಹ ದಿನಗಳು ದೂರವಿಲ್ಲ ಎಂದು ಖ್ಯಾತ ಭಾಷಾತಜ್ಞ ಡಾ.ಕೆ.ವಿ.ನಾರಾಯಣ ವಿಷಾದಿಸಿದರು.
 
 
ನಗರದಲ್ಲಿ ಮಹಾತ್ಮ ಗಾಂಧಿ ಮೆಮೋರಿಯಲ್ ಕಾಲೇಜಿನ 60ನೇ ವಾರ್ಷಿಕೋತ್ಸವದ ಅಂಗವಾಗಿ ಕನ್ನಡ ಲಿಪಿ ಮತ್ತು ಬೆಳವಣಿಗೆ ಹಾಗೂ ಶಾಸನ ಅಧ್ಯಯನ ಇಲಾಖೆ ಹಾಗೂ ಯುಜಿಸಿ ಸಂಯುಕ್ತ ಆಶ್ರಯದಲ್ಲಿ ಏರ್ಪಡಿಸಲಾಗಿದ್ದ ಎರಡು ದಿನಗಳ ರಾಜ್ಯದ ಮಟ್ಟದ ವಿಚಾರ ಸಂಕಿರಣ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಭಾಗವಹಿಸಿ ಮಾತನಾಡುತ್ತಿದ್ದ ಅವರು, ಮುಂದುವರೆದ ತಂತ್ರಜ್ಞಾನದ ಪರಿಣಾಮ ಕನ್ನಡ ಭಾಷೆಯ ಅಸ್ತಿತ್ವಕ್ಕೆ ಗಂಡಾಂತರ ಎದುರಾಗಿದೆ ಎಂದು ಕಳವಳ ವ್ಯಕ್ತಪಡಿಸಿದರು. ಇಂದು ಕನ್ನಡ ಭಾಷೆಯಷ್ಟೆ ಅಲ್ಲ ಯಾವ ಭಾಷೆಯನ್ನು ಕಲಿಯಬೇಕೆಂದರೂ ಕಂಪ್ಯೂಟರಿನ ಮೊರೆ ಹೋಗಬೇಕಾಗಿದೆ. ಬರೆಯುವ ಪರಿಪಾಠ ಸಂಪೂರ್ಣ ನಿಂತುಹೋಗಿದೆ. ಕಂಪ್ಯೂಟರ ಮುಂದೆ ಕುಳಿತುಕೊಂಡು ಕನ್ನಡ ಕಲಿಯುವ ಸಮಯಬಂದಿದೆ. ಇದರ ಪ್ರತಿಫಲವೇ ಇಂದಿನ ಎಸ್ಎಂಎಸ್ ಮೂಲಕ ಸುದ್ದಿ ರವಾನಿಸುವುದು ಎಂದು ಅವರು ಖೇದ ವ್ಯಕ್ತಪಡಿಸಿದರು.
 
ಜಗತ್ತಿನಲ್ಲಿ ಸುಮಾರು 6 ಸಾವಿರ ಭಾಷೆಗಳು ಚಾಲ್ತಿಯಲ್ಲಿವೆ. ಆದರೆ 100 ಭಾಷೆಗಳಿಗೆ ಮಾತ್ರ ಲಿಪಿ ಇದೆ. ಇದರಲ್ಲಿ ಒಂದೇ ಲಿಪಿಯನ್ನು ಅನೇಕ ಭಾಷೆಗಳಲ್ಲಿ ಕಾಣಬಹುದು. ಹತ್ತು ಲಿಪಿಗಳು ಮಾತ್ರ ಸ್ವಂತ ಭಾಷೆಯನ್ನು ಹೊಂದಿವೆ. ಆ ಹತ್ತು ಭಾಷೆಗಳಲ್ಲಿ ಕನ್ನಡ ನಾಲ್ಕು ಅಥವಾ ಐದನೇ ಸ್ಥಾನದಲ್ಲಿದೆ. ಐತಿಹಾಸಿಕ ಭಾಷೆಯಾಗಿರುವ ಕನ್ನಡವನ್ನು ಕಲಿಯಲು ವಿದೇಶಿ ಸಂಶೋಧಕರು ಆಸಕ್ತಿ ವಹಿಸಿರುವುದು ತಿಳಿದಿರುವ ಸಂಗತಿ ಎಂದು ನಾರಾಯಣ ವಿವರಿಸಿದರು. ಇತಿಹಾಸದಲ್ಲಿ ಶಾಸನಶಾಸ್ತ್ರಕ್ಕೆ ಅಷ್ಟಾಗಿ ಮಹತ್ವವಿಲ್ಲ. ಅನಾದಿ ಕಾಲದಿಂದಲೂ ಶಾಸನಶಾಸ್ತ್ರ ಕೇವಲ ಐತಿಹಾಸಿಕ ಆಧಾರವಾಗಿ ಗುರುತಿಸಿಸಿಕೊಂಡಿದೆ. ಆದ್ದರಿಂದ ಸಂಶೋಧಕರು, ಉಪನ್ಯಾಸಕರು ಶಾಸನಶಾಸ್ತ್ರದ ಮಹತ್ವವನ್ನು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ತಿಳಿಸುವ ಮೂಲಕ ಅದನ್ನು ಕಾಪಾಡುವ ಜವಾಬ್ದಾರಿಯನ್ನು ಹೊರಬೇಕಾಗಿದೆ ಎಂದು ಅಭಿಪ್ರಾಯಪಟ್ಟರು.
 
ಕಾರ್ಯಕ್ರಮ ಉದ್ಘಾಟಿಸಿದ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಪ್ರಾಚ್ಯವಸ್ತು ಸಚಿವಾಲಯದ ನಿರ್ದೇಶಕಿ ಉಷಾ ಸುರೇಶ್ ಮಾತನಾಡಿ, ಸುಮಾರು 300 ವರ್ಷಗಳ ಹಳೆಯದಾದ 20 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಪ್ರಾಚೀನ ವಸ್ತುಗಳನ್ನು ಸಂಗ್ರಹಿಸಲಾಗಿದೆ ಎಂದರು. ಅಮೂಲ್ಯವಾಗಿರುವ ಶಾಸನ ಮತ್ತು ಶಾಸನ ಬರಹಗಳು ಸಂಶೋಧಕರಿಗೆ ಮತ್ತು ಸಂಶೋಧನಾ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ತುಂಬಾ ಅನುಕೂಲಕರವಾಗಿವೆ. ಇದರ ಉಪಯೋಗವನ್ನು ಅನೇಕ ಸಂಶೋಧನಾ ವಿದ್ಯಾರ್ಥಿಗಳು ಪಡೆದುಕೊಂಡಿದ್ದಾರೆ. ಆಸಕ್ತರು ಇಲಾಖೆಯ ವೆಬ್ ಸೈಟ್ ಮೂಲಕ ವಿವರವನ್ನು ಪಡೆದುಕೊಳ್ಳಬಹುದು ಎಂದು ಸಲಹೆ ನೀಡಿದರು. ಐತಿಹಾಸಿಕ ದಾಖಲೆಗಳಿಗೆ ಸಂಬಂಧಿಸದಂತೆ ಇಲಾಖೆಯು 100 ತಜ್ಞರ ಹೇಳಿಕೆಯನ್ನು ಕ್ಯಾಸೆಟ್ ರೂಪದಲ್ಲಿ ಹೊರತರಲಾಗಿದೆ ಎಂದು ಉಷಾ ಸುರೇಶ್ ಹೇಳಿದರು.

KANNADIGAS need to get involved in writing to Govt. of Karnataka, making RTI Applications and taking actions.
 
 
Background of Kannada Software Development “KSD”
 
·          Concerned about the sorry state of affairs in Kannada software by Shri Poornachandra Tejaswi and Dr. Lingadevaru Halemane called for a meeting at CIIL, Mysore , on 25-5-2004 . (refer Dr. Halemane’s article in Andolana)
·          The evasive replies of KGP to the issues raised at the meeting indicated that KGP was incapable of solving Kannada software problems. (refer Sastry’s reply from KGP)
·          Intrigued by KGP’s evasion, Shri Kumaraswamy of E-KAVI , USA , investigated into the reasons for KGP’s inadequacies and discovered that KGP was incompetent and un-professional. Some of the shocking revelations are: (refer Appendix I)
·          Dr. Halemane and E-KAVI organized another meeting on the 16-7-2004 to allow a face-to-face, frank and free discussions between the KGP executives, the software experts and former KGP functionaries and concerned litterateurs like Shri Tejaswi, Dr. Chandrashekar Kambara, Dr. G. Venkatsubbiah and publishers like Shri Rajaram. The main conclusions which were communicated to the press were: (refer Appendix II)
·          KGP, did not cooperate by absenting at the meeting and released to the press a statement full of lies which can be easily demolished based on facts like: (refer Appendix III)
 
 
 
E-KAVI is an international organization to provide a forum for Kannada literature and culture. It organizes events in all parts of the world. E- KAVI, is the international gateway to Kannada and its Culture.
Padmashree Dr. Chandrasekhara Kambar inaugurated E-KAVI on October 4th 2003 at  IRVINE , CALIFORNIA , USA with Shri V. M. Kumaraswamy at its helm.
E-KAVIis attempting to bring all Kannadigas together for the work of KANNADA in Bangalore , Karnataka and all over the world. Good progress has been achieved by E-KAVI in a short span.
E-KAVI will work with all Kannadigas, Balagas, Kootas, Organizations, Vedikes in all parts of Karnataka State and the world who uphold the PRIMACY and DIGINITY OF KANNADA.
 
 
Some of the other important activities of E-KAVI in the pipeline are:
v       To work towards making Kannada widely prevalent on the existing and future base of installed computers in Karnataka as well as it’s Diasporas around the world.
v       Demand for immediate implementation of the recommendations of Dr. Sarojini Mahishi report.
v       KUVEMPU Centenary Celebrations in the month of November, 2004.
v       Adopting Schools, Adopting Villages, Establishing Scholarships for poor students, Teaching Computers to Village Students, Weekly Visit to Villages, Working with Slum Children and getting connected with all Taluks and Districts.
 
2)        Shri T.S. Muthukrishnan of SRG Pvt. Ltd, will highlight, the corrupt means by which the some officials of Department of Information Technology, GOK colluded with an unknown and ill-equipped private body like Kannada Ganaka Parishat (KGP) to destroy the Kannada software industry by illegally developing a Kannada software called “Nudi” and monopolizing its supply throughout all GOK departments. ( refer Shri Muthukrishnan’s note)
3)        Shri Anbarasan of Applesoft, will emphasize the technically flawed process by which the standardization for Kannada fonts and keyboard was done and the totally untenable appointment of the Kannada Ganaka Parishat as the certifying agency and the mess it has created in the filed of Kannada software. (refer Shri Anbarasan’s note)
4)        Shri Anand S.K. of Cyberscape Multimedia Ltd., will illuminate the unprofessional and illegal way that KGP functioned and the reason people like him who questioned these nefarious activities were thrown out of KGP. He will also give compelling evidence as to how, Nudi and Baraha was based on stolen Intellectual Property of their “AKRUTI” product and how KGP continues to thwart the development of Kannada software by using the proximity to the decision makers to prevent a level playing field for purchase of Kannada software.
5)        Attention will also be drawn by all present to the flaws and lapses (refer Appendix IV) of KGP and Nudi as regards Kannada software and how unless rapid action is the existence of Kannada on computers and electronic devices is doomed.
 
Conclusion:
 
E-KAVI and the Kannada Software developers who participated in this press meet demand that:
 
a)        The illegal monopoly of KGP in distribution Nudi software should be stopped with immediate effect.
b)        The G.O. empowering KGP as the certifying agency and the sole developer for all Kannada software for the GOK should be withdrawn.
c)        Constitute an independent committee with the representation of the Kannada software developers to look into future development and funding of Kannada software activities.
d)        Demand return of all the funds illegally given to KGP by the GOK for the so-called development of Kannada software.
e)        Independent scrutiny and detailed audit of all the funds given to KGP by DIT or other agencies of the GOK and take action on the wrong doers.
f)          Compensate the software developers for loss of business over the last four years since the introduction of Nudi.
 
It is essential to take immediate corrective action, before the very usage of Kannada is eliminated from the computer and electronic mediums due to the flawed policies of DIT and KGP. Also in comparison with the progress made by other states and languages like Hindi and Tamil (refer Appendix V), Kannada has a lot of catching up to do so we implore GOK to wake up and act fast.
 
 
Appendix I
Shocking revelations about KGP found by Shri V. M. Kumaraswamy of E-KAVI
 
KGP has misled the GOK about its ability to undertake all and sundry tasks of developing Kannada software. It has no real technical personnel or expertise or infrastructure to develop Kannada software
KGP is run as a personal fiefdom of just two or three key functionaries, who took arbitrary, secretive decisions without consulting the committee members; hence it is an unprofessional organization.
KGP has garnered GOK funds by making false claims about its ability to develop Kannada software. KGP functionaries are misusing the funds with possible collusion from some elements in GOK.
KGP’s only development to date, Kalitha/Nudi software has infringed on the Intellectual Property Rights of others like “Akruti” by being derived from “Baraha” which itself has admitted to being derived from “Akruti”.
KGP has also misused the trust of software developers, when they submitted their software for evaluation and have reverse engineered the features of their software and Intellectual property and created Nudi. Hence, Nudi is not the original work of KGP as claimed.
KGP has not completed the majority of the tasks assigned to it by GOK for which funds have been released and is doing some trivial tasks like typing Kannada classics in the name of Kannada software development. Thus it is hoodwinking the GOK.
KGP is in an untenable position as both the referee (certification agency), competitor (developer) and has declared itself as the winner (self declaration).
KGP is monopolizing the supply of software to the GOK, by claiming it developed it and released it as freeware, whereas funds amounting to more than 30 lakhs were sanctioned for it without due processes demanded by the Transparency Act, like a tender and thereby preventing any other software vendor from supplying to the GOK.
KGP has been tacitly allowed by DIT to establish a monopoly by insisting only on usage of Nudi in all e-Governance projects that too using non-standard (bilingual) fonts.
 
Appendix II
Conclusions of the meeting held at Vijayanagar Club on 16-7-2004
KGP showed its hostility and non-cooperation by not participating in the meeting probably to cover up its inadequacies.
KGP is not equipped to shoulder the onerous responsibility of standardizing or certifying Kannada software due to lack of technical ability and inadequate skilled manpower or infrastructure, and hence the G.O. permitting it to certify Kannada software for standards compliance should be immediately withdrawn.
The GOK should constitute a two tier committee with immediate effect having people concerned about Kannada and Kannada software from various disciplines like literature, arts, academia, research institutions, software industry and non profit organizations. This committee should henceforth guide the development of Kannada software regarding standards, certification, funding of research and development and implementation and progress of Kannada usage in the GOK and the other public spheres.
Nudi developed by KGP using questionable means had become a monopoly and though it flouted the standards set by GOK and had some serious flaws, due to the support within the GOK by DIT, it was being imposed on all departments and undertakings as the only solution. This was against free and fair competition and hence Nudi’s monopoly should be curbed in interests of Kannada software development and opportunity should be given to all software developers whose software complied with the GOK standards.
Since Nudi was developed using GOK funds, it should be made “Open Source” and any interested developer should be able improve on it and make it available to the public, thereby reducing reliance on a sole agency like KGP, which as pointed out earlier was inadequately equipped for the task.
 
Appendix III
Refutation of the lies spread by KGP
 
Lie No. 1: KGP is not a certifying agency for Kannada software
This lie is exposed by the notification (attached herewith), which clearly states that KGP is appointed for certification. DIT has requested all the Kannada software developers to get their software certified from KGP, which is a certifying agency. KGP has examined the Kannada software of various Kannada software developers and issued a scrutiny report. This clearly proves that KGP is a certifying agency.
 
Lie No. 2: KGP is not a monopoly
DIT has sent a letter wherein it clearly states that Nudi is a testing software only (available free from KGP / DIT) and is to be used for testing for standards compliance of Kannada software.
In their elaborate letter to Lokayayukta (extract attached), DIT explicitly mentions that Nudi is a full-fledged software. If this is the case why would any GOK department need any other software and hence in reality DIT is thrusting Nudi in the guise of testing software to all its departments.
As part of its Mahiti project, the entire secretariat was interlinked using networked computers. It was insisted that all departments should send documents in Kannada using Nudi format only. This is a clear signal to all GOK departments regarding its clear preference for Nudi to the exclusion of others.
It is also claimed by DIT in its reply to Lokayukta(extract attached), that by using Nudi and only Nudi, savings to the tune of Rs. 24 lakhs, were effected by the GOK. This exposes the lie, that Nudi was a testing software as claimed earlier and was in fact a tool to exclude any other software vendor (though complying with standards) from supplying to the GOK.
The preamble to the G.O  maa.tham.e 234 a.da.vi 2001 dated 27.12.2001 clearly outlines the role of KGP as a sole Kannada software developer. QUOTE sarkaradha kacherigalalli dhainandhina kelasagalalli kannadavannu sampoornavaagi balasalu agathyavaadha kelavu anvayaka thanthramsagalannu kannada ganaka parishaththu abhivrudhdhi  padisi kaalakaalakke adhannu uththamapadisuva hagu innithara anvayaka thanthraamsagalannu  abhivrudhdhi padisuva UNQUOTE
The use non-standard encoding in e-governance projects proves the monopolistic mechanism of Nudi.
 
Lie No. 3: Nudi belongs to GOK and since the copyright is owned by the GOK, the question of monopoly does not arise when it uses it.
It is a fact that the software was developed for GOK, by KGP for a consideration paid out of GOK funds, without proper procedures being followed like tendering or ascertaining the capability or experience of a private body like KGP.
How could the GOK entrust a private body like KGP with certification or development of software and release funds when it had no prior experience or personnel or infrastructure. In fact KGP, which was registered as a not-for-profit trust, had no office of its own, no competent employees and had not filed a single return for its prior three years when the funds were given to it. Technically as per the Societies act, GOK had funded a huge sum to a defunct body without any due diligence. If this was not a creation of a monopoly, then what is it?
The Nudi software in question is a conglomeration of various software, developed by KGP, Keshava Ganaka Parishat, Shimoga, Vishwa Kannada Softech etc, which carry separate copyright notices, claiming to own the copyrights for those particular modules. Thus KGP’s claim that Nudi belongs to the GOK, itself is a debatable point and is being made to escape the charge of promoting a monopoly. On examining the copyright information of the exe, dll and font files of Nudi, it is found that copyright lies with KGP. It seems that there is a hidden agenda in claiming Nudi as a property of GOK.
 
Lie No. 4: Bilingual fonts in Nudi (which violate the standards) were made at the request of GOK and there is no violation of standards. Also conversion from bilingual to Standard GOK (monolingual) fonts is provided hence there is no violation of standards.
If Bilingual fonts, were indeed requested by the GOK, how come only KGP was sent this request, and none of the other certified vendors like Applesoft, SRG or Cyberscape Multimedia Ltd. Why was GOK partial to KGP? What were the specification for these fonts and where is the document requesting for these fonts from either GOK or to KGP?
In fact on being questioned about it by some vendors, Mr. Rajiv Chawla, the E-Governance Secretary, indicated that Kannada and Culture department would be requested to constitute a committee for this purpose, proving without doubt that this was not a standard. When asked about the status of this committee, no clarification was given in this regard, nor was any committee ever constituted in this regard.
The fact of the matter is that right from 1995, some vendors had developed the bilingual Kannada fonts, and had already supplied them to GOK for many years (evidence attached). When, Nudi was sought to be thrust on the GOK departments, many resisted, because it did not have the ease of use of those vendors fonts, especially when it came to switching in a document from Kannada to English and vice-versa. Hence when they came up against the intense user resistance of the unfriendly GOK standard monolingual fonts, KGP quietly stole the the bilingual font technique developed by the vendors and started supplying Nudi with the same to retain the monopolistic hold, without bothering to go thru the certification process, which would have exposed the hollowness and the defects in both the GOK Standard as well as KGP as a certifying body.
The Nudi packages supplied to GOK (including the one given to Lokayukta for evidence purpose) and public, does not contain the so-called converters for bilingual to monolingual fonts. So if ever there was such a thing, it was a very well kept secret from the users. In fact, even to this day as can be easily verified independently verified with the users, the majority of them are unaware of any conversion utility and happily continue to work with the bilingual fonts (because of ease of use) and hence violate all the standards that Nudi was developed ostensibly to preserve.
 
Lie No. 5: It is said the problems of the vendors was due to the usual problem of switching over from proprietary software to standardized one.
This is a complete misrepresentation of facts, because all the vendors, when asked by the GOK, agreed to comply with the standards.
There is concrete evidence (attached here) that KGP indeed certified that vendors like Applesoft, Cyberscape, CDAC and SRG satisfied the GOK requirements and these were declared as enlisted vendors of Kannada software meeting with the requirements, so the question of vendors difficulty of switching over to standards does not arise.
In fact, the real problem was caused by the adoption of the non-standard (bilingual fonts) introduced by KGP in Nudi, keeping both the vendors and the GOK in dark as pointed out earlier. Thus the problems were really created by KGP forcing a changeover of non-standards compliant (pre-certified vendors software) to the non-standards compliant bilingual fonts(using pirated IPR)  in Nudi!
 
Lie No. 6: KGP has not come in the way of any Kannada software developer and everyone is free to contribute to Kannada applications and software using GOK standards,
Indian Software Laboratory, Bangalore (ISL), had developed as early as in 1997/98, a novel and useful Kannada software, which could be called an administrative software for e-administration of any GOK department, called Kannada Kacheri. Various people in GOK were given demos and it was highly appreciated by many (evidence attached), including the former C.M., who even advised for its adoption as early as possible in GOK.
However, instead of encouraging its usage, KGP, mainly thru its secretary C.V. Srinath Sastry (CVS), while publicly appreciating the effort (evidence attached), would go around verbally depreciating it (at DIT and other departments), in fact at a later date after the lauch of Nudi, it was communicated to ISL, that if it complied with GOK standards (meaning Nudi) it could be acceptable.
By this time, due to lack of resources and the sheer fatigue of overcoming this resistance (created partially by KGP / CVS), ISL decided to enter into a joint venture with Cyberscape Multimedia Ltd. and the product was rechristened as e-Karyalaya. The product was substantially improved and re-launched with GOK standard fonts. Instead of helping in promoting the adoption and usage of this software, KGP in collusion with DIT hatched another sinister plan (probably to milk some more money out of GOK)
By studying the features and facilities in the demo versions given to some GOK departments, KGP along with some ex-DIT employees again reverted to the trick of copying this software (with active involvement of Shri Sastry’s son) and again stalled the development of a useful Kannada software, by launching an imitation of this software called e-Adalitha (even the name was a copy).
This, e-Adalitha (half-baked version) was released by Shri Bargur Ramchandrappa and Shri Vivek Kulkarni, with great fanfare (news item attached), claiming that this would (like Nudi??) result in great savings for the GOK.
Probably due to protests to IT Ministry and KDA (evidence attached) and the probe of Lokayukta (in matter of Nudi), KGP and DIT, could not complete ACT II ( a rehash of the Nudi saga) and could not re-enact the well oiled strategy of first copying some one else’s software and then getting a huge sum sanctioned (after tasting lakhs, perhaps the target would be now crores) for releasing it free to GOK.
Another case involving the Kannada and Culture Department’s project for developing a Multimedia CD and a Website for Dasa Sahitya is also very interesting. The tender was called by MSIL (which normally sells paper and operates cargo containers and obviously is far removed from either Dasa Sahitya or Software) inviting software developers to quote for the work. It was specified that only creative multimedia companies with knowledge (and appreciation) of Kannada literature should apply and that the raw text would be made available in Nudi format and this would have to be converted to the Multimedia content on CD as well as Web. It is pertinent to note that all this typing of Dasa Sahitya was given to some agencies (can we know, to whom and for what price). Just like it is a mystery how an organization dealing in paper was entrusted with a literary and software project, it is also very interesting to note that one of the key technical committee members deciding the qualifications of the vendor, had Shri Sastry of KGP. To this day it is not clear, how someone who has no idea about the technicalities of multimedia or web development can be on a committee to decide the qualification of vendors with years of expertise in this area. It is also important to note that this whole project worth about Rs. 50 Lakhs (estimated by MSIL) was finally (after a very long delay) bagged by a Delhi based firm, whose credentials about Kannada or literature may be quite questionable. None of the vendors from Karnataka, who it may be reasonably assumed may have better expertise in dealing with such a Kannada related matter even qualified, thanks to the great judgement of some eminent committee members who are sworn to be interested in Kannada development. Maybe KGP alone can answer some of these mysteries. It is also moot to know that the above mentioned Delhi firm has sub-contracted this work to a Bangalore based small multimedia firm (obviously who else would know Kannada Dasa Sahitya) for a fraction of the price which is a gross violation of the terms of the contract where it was clearly mentioned that no sub-contracting would be entertained.
 
Lie No. 7: KGP and DIT would like Kannada software to flourish and is not a competitor or obstacle and is interested only in compliance of software to standards.
Here are a list of major computerization works in Kannada undertaken by the GOK where none of the enlisted Kannada software vendors were involved though their software complied to standards and in each case there has been complete abdication of responsibility by DIT and KGP since there is no adherence to the standards:
·         Commissioner of Public Instructions (CPI) and DSERT have gone ahead and invited tenders and awarded them to private vendors for development of Interactive Educational materials to be used throughout Karnataka in schools. There was no emphasis either on ability to have the Kannada (which should have been obvious) nor any GOK standards for Kannada were followed. In most cases, teaching material in English (totally out of context for Karnataka) was “dubbed”  into horrible Kannada in a non-standard font.
·         Ration cards database software was created (by ECIL, Hyderabad) in non-standard Kannada fonts and crores of ration cards were issued, all over the state and DIT kept twiddling its thumbs, when crores of rupees were used to create this non standard Kannada database.
·         The Kaveri Property Registration project developed by CDAC uses non-standard Kannada fonts and close to Rs. 200 crores have been allocated for this project.
·         It is still not known, but presumably, the showpiece e-Governance project called “Bhoomi”  of which the DIT and the GOK is very proud of does not have the land records database in standard Kannada fonts.
·         The Karnataka State Election Commission, has created a massive database of voters all throughout Karnataka in Kannada without using the standard Kannada fonts.
·         It is not known whether any Kannada standards have been followed in the massive Treasury Computerisation Project initiated by the GOK.
 
Appendix IV
Lapses in Kannada software being used in GOK
 
Nudi software has many lapses like:
Nudi uses non-standard fonts (bilingual) using glyphs and ASCII codes which do not conform to the specified GOK standards.
The typing method in Nudi is not based on the standard typing method followed by typists and being taught in the courses conducted by the Directorate of Technical Education and various Universities and various private institutions and these courses are recognized as the minimum qualification for the posts of Typists and Stenographers vide Govt. Notification DPAR 27 SCR 83 dated 10th May 1983. The GOK while insisting on typing skills based on the standard typing method, installs Nudi, which is not based on the standard typing method, in their computers.
Nudi does not support, “Inscript” keyboard layout, which is a national level (BIS) standard, which was developed keeping frequency analysis and efficiency of fingering in mind.
Does not have good quality fonts.
There is no proper field level customer support, which is essential for any lay user.
There are many existing software installed like Akruti (Cyberscape Multimedia Ltd.), Shabdaratna (SRG), Surabhi (Applesoft), Leap/iLeap (CDAC) for which there are no converters as specified in the G.O.
There is no direct sorting method for tabular Kannada data in packages like Word, Excel etc., which can be used by non-specialist users not capable of doing programming.
There is no Kannada Dictionary help available.
There is no Kannada Spelling Checker.
There is no online Administrative Phrases Dictionary available.
There is no technical support team to refer or discuss any technical problems of Nudi.
No web based, discussion forum or technical support is available for Nudi.
There is no proper Unicode support in Nudi and the converter provided does not work.
There is no direct way of using email in Kannada using Nudi, only Kannada attachments can be sent, which is very cumbersome for those not having the Nudi font.
Nudi does not have proper support for creating web pages and does not support dynamic web fonts.
Nudi does not work with many popular DTP packages like Corel Ventura.
Nudi cannot be used for interactive Kannada website development, since it has no proper support for client level Active-X controls or Java applets and has no proper tools for web server based dynamic pages using the popular ASP or JSP technology
Nudi cannot be used for creating mathematical documentation using a popular software like LaTex.
Nudi cannot be used for many multimedia applications like video subtitling using popular packages like Art Deko etc.
Nudi fonts cannot be used in Unicode based applications in operating systems like Windows XP.

CORRUPTION, SWINDLING OF PUBLIC FUNDS & VIOLATION OF KARNATAKA TRANSPARENCY IN PUBLIC PROCUREMENT ACT.
 
Certain vested interests formed a group with a catchy name “Kannada Ganaka Parished” (K.G.P) and entered themselves in the books of Karnataka Govt. claiming to promote Kannada.
 
These vested interests hand-in-hand with the Corrupt Officials of the Directorate of Information Technology (D.I.T). hatched a conspiracy to swindle Public Funds by Violating KARNATAKA TRANSPARENCY IN PUBLIC PROCUREMENT ACT 1999.
 
CORRUPTION & SWINDLING OF PUBLIC FUNDS
 
After the “Classic Computers” deal, a Govt. Order was issued to make it mandatory for all the Govt. Dept. to buy Hardware or Software only from the registered and approved vendors. The K.G.P. is not a registered/approved vendor. Hence the purchase of Kannada Software from K.G.P. is a gross violation of the Govt. Order.
 
Another Govt. Order No. PD 121 CSS 97 Dated 08.01.1998 was also issued to decentralize the purchase of Computer Hardware and Software. Hence the centralized purchase of Kannada Software by the D.I.T. is a violation of the Govt. Order.
 
The then Director of K.G.C.C.( now D.I.T.) had issued, vide ref. GCC/TAP/385/97-98 Dated 18th June 1998, the “GUIDELINES FOR PURCHASE OF COMPUTER HARDWARE AND SOFTWARE BY THE DEPARTMENTS OF GOVERNMENT”.
 
Violation of all the above Govt. Orders has made this deal as another “Classic deal”.
 
The vested interests in K.G.P. would not have spent more than a few thousand rupees for the part-time programmer. But they had managed to siphon out several Lakhs of Govt. funds which was obviously shared by these vested interests with those Corrupt Officials of the D.I.T.
 
This has established the allegation of the Swindling of public funds jointly by the D.I.T. & K.G.P. In future it may run into crores of Rupees.
 
 
Violation of KARNATAKA TRANSPARENCY IN PUBLIC PROCUREMENT ACT.
 
The Karnataka transparency in public procurement act 1999 clearly defines the terms Procurement & Services. Procurement of Goods & Services without tender is prohibited.
 
The transparency was not maintained in this “deal” as no Tender was invited by D.I.T.
 
K.G.P. is a user group for Kannada Software like a group of Doctors for Hospitals. When it comes to the question of constructing a Hospital the contract can only be given to a Civil
Engineering contractor but not to a group of Doctors.
 
Similarly development of Software can only be given to a Software development Industry and not to user group like K.G.P.
 
Hence the Rules under the Act specifies the Pre-qualification Procedure.
 
The Act exempts only the projects under International arrangements. Hence the reason of Govt. aided project is wrong.
 
The Grant-in-aid is applicable only to propagation thru’ direct contact by established societies. K.G.P. is a DEFUNCT SOCIETY which is clear from the Letter from Registrar of Societies.
 
The Procurement of Goods & Services is very clear from the price list of Software and the G.O. is obviously a purchase order and not a Govt. aided project or Grant-in-aid.
 
These have established the violation of The Karnataka transparency in public procurement act 1999.

Monopoly of KGP – Prepared by Mr. N. Anbarsan
                                                        
Through this press note, I briefly explain the facts related to the act of Monopoly of KGP, which has unethically monopolized the Kannada software development thereby causing irreparable damages to the development of Kannada on computers.
 
KGP has monopolized the Kannada software development in the following way:
 
1. by violating the standards prescribed for Kannada software
 
          a. Using Non-Standard encoding.
          b.Non provision of conversion utility to handle ISCII and standard encoding.
c.Non provision of any conversion utility to convert data using existing Kannada software.
d. Non issuance of certificates to the Kannada software developers to block their software.
e. Has developed Nudi without providing the standard manual typing method, which is being taught in polytechniques and is mandatory for recruitment of Typists and stenographers.
 
2. Bagged order to develop all the required software for Kannada.
 
3. Blocks the development of Kannada software by developing various software.
 
4. Acts as a middleman and gets the work done from the unrecognized developers.
 
5. Kills competition by forcing the users to use their uncertified, non-standard software.
 
Violation of Govt standards
 
I draw your attention to the item 1 of the G.O maa.tham.e 6 neesamvi 2000 Bangalore, dated 1.11.2000 QUOTE Kannada lipi thanthraamsha thayaarikaru, ee aadheshakke lagathisiruva anubhandhadhalliruva shishta mathu eaka roopa kannada aksharabhagagalu mathu ASCII sankethagalanne balasathakkadhdhu UNQUOTE which restricts the Kannada software developers to use only the standardized glyph codes and forbids to use any other coding in their Kannada software. However, KGP has devised a new non-standard proprietary encoding to take advantage over other softwares to monopolise Kannada software field.
In the same G.O, item 5 states that only those software developed as per the G.O to be included in the list of Govt approved software/software developers/software vendors are to be used QUOTE ee mele helalaadha ella nibhandhanegalige olapattu sidhdhapadisalaadha kannada thanthraamshagalu maathra sarkaaradha maanyathe padedha adhikrutha thanraamsagala / thnthraamsha thayaarakara / thanthraamsha maaraatagaarara pattiyallirabeku UNQUOTE. Eventhough, no one has certified Nudi for its conformity with the standard, Nudi is being distributed to user departments and general public.
The G.O in reference also insists the Govt departments and organizations to use only the kannada software which has been certified to meet the requirement of G.O. Item 6 reads as QUOTE karnaataka sarkaaradha ella ilaakegalu, karnaataka sarkaaradha swaamyake seridha nigamagalu, mandaligalu, praadikaaragalu, vishwavidhyaalayagalu, vidhyasamthegalu, sthaleeya samsthegalu, anudhanitha samsthegalu ee nibhandhanegalige olapattu pramaaneekruthavaadha kannada lipi thanraamshagalannu maathra balasabeku UNQUOTE.
Even after DIT directs KGP to issue certificates to those software which are in compliance with the stipulated standards, KGP has not issued any certificate but issued a report for having tested the software, probably with the hidden agenda of blocking the other softwares.
 
Govt of Karnataka elevated KGP as a sole Kannada software developer
 
The preamble to the G.O  maa.tham.e 234 a.da.vi 2001 dated 27.12.2001 clearly outlines the role of KGP as a sole Kannada software developer. QUOTE sarkaradha kacherigalalli dhainandhina kelasagalalli kannadavannu sampoornavaagi balasalu agathyavaadha kelavu anvayaka thanthramsagalannu kannada ganaka parishaththu abhivrudhdhi  padisi kaalakaalakke adhannu uththamapadisuva hagu innithara anvayaka thanthraamsagalannu  abhivrudhdhi padisuva… UNQUOTE
 
Is it not an action of MONOPOLY? One must realize that when the end user is not having any alternate choice, he ends up with monopolized product. For anything and everything, healthy  competition paves ways for advancement and creating new records. so also the same yardstick applies in the case of development of Kannada software. Unfortunately, this has been bypassed. In the instant issue any growth of technology is naturally to come through research, as it happened always in the past.
 
Blocks the development of Kannada software
 
KGP is also developing other software which is not covered in the list of G.O to sanction funds. Few examples of such software are Vethana to meet the accounting requirement and e-Adalitha to meet the office administrative requirement. Release of Vethana was also reported by some of the leading dailies.
 
KGP as a middleman
 
As is evident from Nudi software, the Copyrights of various components of Nudi rests with certain individuals. It proves that KGP is a middleman engaging certain select individuals and firms to derive the requisite results.
 
KGP Kills competition
 
KGP in nexus with officials in DIT has successfully installed Nudi software in all the computers of user departments. In order to achieve the goal of monopolized use of Nudi in every computers of GoK user departments, KGP and DIT jointly enacted the drama of “testing software”. DIT sent letters to all the user departments to use Nudi falsely claiming Nudi has been developed in conformity with the standards prescribed for Kannada software. KGP hired students to install the software in all the computers including the Secretariate network, which connects all the departments.
 
GoK has implemented its e-Governance projects using non-standard encoding by using the non-standard Nudi software. KGP also influences use its non-standard encoding through its SDK to implement various other Govt and non-Govt computerization projects.
 
In the name of standardization, KGP has messed up things. Grabbed the user bases in the name of standardization and forced the users to use non-standard encoding. As a result KGP achieved monopoly hold in Kannada software development.
 
As a result of this nexus NO developers could develop any innovative softwares or technologies to meet the growing needs of Kannada on computers.
 
Demands
 
1.   We urge the GoK to immediately stop the usage of Nudi which does not meet the laid down criteria and which is not certified until it fully conforms to the prescribed standards and is certified by competent agency.
 
2.   We urge the GoK to remove the unfair restrictive conditions imposed on the Kannada software developers and have level playing field for all Kannada software developers.
 
3.   We seek the Govt to implement the standard typing method adopted in the courses conducted by the Directorate of Technical Education and various other institutions in all the computerization projects.

Making a font is an elaborate process. Artists have to draw each character (glyph) on paper, they have to be scanned, digitized, hinted, etc. It takes months for each font.
 
KGP should have the complete record of making of the fonts like original drawings by the artist, first raw digitized data, the final font, etc.
PAVANAJA was studying the glyphs of all Kannada fonts. When PAVANAJA opened Baraha, Akruti and Nudi fonts in a font editing software, PAVANAJA found that they all have the same glyph sets, even though their ASCII values are different.
 
As Sathyanarayana has detailed in his write-up, the glyphs from Akruti fonts were used in the first version of Baraha, which was then used in the first version of Nudi.

ಕನ್ನಡ ಗಣಕ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ಧಿಯ ವಿಚಾರವನ್ನುಕೈಗೆತ್ತಿಕೊಂಡಿದ್ದು, ಅದು ಅತ್ಯಂತ ಉಪಯುಕ್ತ ಮತ್ತು ಫಲಕಾರಕ ರೀತಿಯಲ್ಲಿ ಹೊರಬರುವಂತೆ ಮಾಡಲು ಪ್ರಯತ್ನಿಸುತ್ತಿದೆ.
 
ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗಬೇಕಾದರೆ ಕನ್ನಡ ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ದಿ ಆಗಬೇಕು ಕರ್ನಾಟಕ ಸರಕಾರದಲ್ಲಿ.

I received your letter which refers to the transaction’s between you and Anabarasan. I am afraid to note that what he had written to you seemed to be true and correct. On 25th may there was a meeting at the language institute at Mysore to discus the problems of kannada software development. The meeting was called by Prof. Lingadeveru Halemane on my insistence. Sri Pavanaja and sri Srinathasastri were also there. We discussed all the problems regarding Kannada software development from morning to evening. Most of the questions which you have raised with Anabarasan were also raised there. To our utter disappointment KGP people failed to give any satisfactory explanation. On many questions they refused to comment, telling that some related cases to that subject are pending in the court of law against KGP. I am not very much worried about the misuse of public funds by KGP, but to obtain funds these people are creating a horrible mess and confusion and software development of kannada language is being ruined is a cause of great concern to all Kannadigas. I think all of us should make a unified effort to bailout our language from this sad situation.

Dear Halemane
After our meeting at Mysore, sensing our dissatisfaction about the
clarification’s given to us by Ganaka Parishat, Secretary sri
Narasimhamurty and member sri Panditaradhya came to mudigere to give
some more clarifications on all the subjects discussed at Mysore.
They gave some clarifications about the funds they have received
from GOK and on the projects they have utilized these funds. As you
Know, the purpose of our meeting at Mysore was to discus the future of
Kannada Software development and not about the financial activities of
KGP. I do not know why and how they got this impression! we have not
written a single word about the financial aspects in the Mysore meeting
Agenda . I told them that I am not competent to go into these matters
and our interest is only limited to the future development of Kannada
software.
1. My first complaint against KGP is, they are preventing the collective
participation in the development of Kannada software. In fact many good
software developers who were in KGP were sent out on some flimsy
grounds. On the other hand Sri Srinathasastri and Narasimhamurty are not
technically qualified s/w people, but still they are representing GOK at
Delhi IT meetings and giving technical opinion! This did not look proper
to me.
If they had entered the open market facing the competition of other
software vendors it would have helped them a lot. Instead, they
approached the government fron the backdoor and try to push their
commodity with the help of government orders. This deprived them of the
market feedback which is a very important component for the development
of any product. This is the root cause for the present crisis.
The only way now is to make nudi an open source code. we have to
reinvite all the developers who have left the stage in despair, and
request them to develop this software on the lines of Linux Open Source
initiative.
At the discussions Sri Narasimhamurty finally agreed for this
suggestion and would join us to place this request with GOK.

2. My second complaint was about the nudi Keyboard layout.They have
adopted a layout other than typewriter keyboard layout. This has
resulted in rendering all our typist who were trained at out typing
institutes useless. SRG and some other s/w developers have retained the
typewriter layout and at the same time provided phonetic typing for
other users.
I pointed out this to Sri Narasimhamurty and explained how it is
linked with the bread earning of thousands of typists. Sri
Narasimhamurty said Parishat will be able to solve this problem by
providing option to create custom Keyboard layout. I do not know whether
we can achieve this without making fundamental changes in nudi software.

3. My third complaint was Parishats hard-line attitude towards
translation of commands in user interface. They are replacing all
english words with far more alien Sanskrit terminology’s. I have heard
these hard-liners themself use english terms only when conversing with
others. But they prescribe and are forcing others to use Sanskrit terms.
They are using this as a platform to express their Kannada love are
Kannadabhimana. Words like ‘Cut,’ paste, ’save,’ ‘file’ have already in
use in our language as Kannada words and placing them in Kannada
characters is enough. Even our renowned Lexicographer and Critic Prof.
G. Venkata Subbaiah has agreed for this suggestion.
I tried very hard to convince them but they refused to listen to my
reasoning. Their attitude looks like new incarnation of untuchablity and
castsystems of our society. I demand a more extensive debate over this
issue.
They had brought their many other works such as ‘Pampa Bharata’
‘Kannada Visva Kosha’ and other things on cd. They are really Important
contributions in the cultural context of Karnataka. They must be
appreciated and encouraged. But these things have nothing to do with
Kannada s/w development and must be undertaken on some other platforms
such as Kannada and culture Ministry and not with IT..
We could have discussed all these matters at the Mysore meeting
without any hesitation. There is nothing private or personal in these
delibarations and they are almost extenssions of our Mysore meeting. I
am sending this for your information.

I read your letter written to Sri Kumaraswamy. It was forwarded by
him to me. I was shocked to know that you have under gone such a
treatment by GOk. We never new that Kgp has become such a great obstacle
to the software development of Kannada Language.
As you know I am Srg’s oldest customer. I have almost all versions
of your Kannada word processors from venus2 to latest Winkey. all our
publications are in your software only. We mention your software support
in all edition of our publications. Your Winkey is one of the best
software available in kannada.
I feel sad and sorry that Kannadiga’s have failed to utilize your
expertise and talent to the development of Kannada language. I wonder
why you have not brought these things to my notice. However we have
decided to correct the Blunders committed by KGP. I expect your
cooporation and support to our efforts.
