KANNADA FONTS PIRACY needs to be looked into. PLEASE take some time and look into this.

Govt. of KARNATAKA has been duped by Kannada Ganaka Parishat.”KGAPA/KGP”
KAGAPA has sold IPR Pirated NUDI Fonts to Govt. of Karnataka. About 29 Lakhs was approved for Kannada Software Development.
There is an GO on this. If any one wants this GO we will provide it for you.
KAGAPA was appointed as CERTIFYING AGENCY by GoK to look into FONTS from Different Developers.
KAGAPA does not have background in FONTS DEVELOPMENT.

KAGAPA had made KHALITHA Fonts to test other Developers Fonts. This KHALITHA Fonts was RENAMED it as NUDI FONTS and the sold it to GoK.

The Founder secretary of KAGAPA Mr. A. Sathyanarayana has written Ten pages on how KAGAPA did all these and sold it to GoK.

Dr. U. B. Pavanaja who was part of KAGAPA when it was formed, has written about the relationship Between AKRUTHI Fonts, BARAHA Fonts and NUDI Fonts. It is in English. URL is provided here for all of you to read it.

We have an email letter dated in 2004 from Sheshadrivasu of BARAHA Fonts stating hwo he STOLE the IPR?GLYPHS from AKRUTHI Fonts. He has acknowledged this in  his letter. He also has stated that he did not have any knowledge of Fonts and  Developing of Fonts in his letter.  It is in English. Please open it and read.

Late  Sri. Tejasvi knew all these things. He and Dr. Kambar had press conferences and Meetings about Kannada Software Development in 2004, 2005, 2007 and things did not move forward BECAUSE some kannadigas started bringing CASTE ISSUE into the discussions of KANNADA BHASHE. Sri. Tejasvi has written letters to several News papers also. It is all recorded in 2004 and 2005.

Monopoly of KGP – Prepared by Mr. N. Anbarsan
                                                        
Through this press note, I briefly explain the facts related to the act of Monopoly of KGP, which has unethically monopolized the Kannada software development thereby causing irreparable damages to the development of Kannada on computers.
 
KGP has monopolized the Kannada software development in the following way:
 
1. by violating the standards prescribed for Kannada software
 
          a. Using Non-Standard encoding.
          b.Non provision of conversion utility to handle ISCII and standard encoding.
c.Non provision of any conversion utility to convert data using existing Kannada software.
d. Non issuance of certificates to the Kannada software developers to block their software.
e. Has developed Nudi without providing the standard manual typing method, which is being taught in polytechniques and is mandatory for recruitment of Typists and stenographers.
 
2. Bagged order to develop all the required software for Kannada.
 
3. Blocks the development of Kannada software by developing various software.
 
4. Acts as a middleman and gets the work done from the unrecognized developers.
 
5. Kills competition by forcing the users to use their uncertified, non-standard software.
 
Violation of Govt standards
 
I draw your attention to the item 1 of the G.O maa.tham.e 6 neesamvi 2000 Bangalore, dated 1.11.2000 QUOTE Kannada lipi thanthraamsha thayaarikaru, ee aadheshakke lagathisiruva anubhandhadhalliruva shishta mathu eaka roopa kannada aksharabhagagalu mathu ASCII sankethagalanne balasathakkadhdhu UNQUOTE which restricts the Kannada software developers to use only the standardized glyph codes and forbids to use any other coding in their Kannada software. However, KGP has devised a new non-standard proprietary encoding to take advantage over other softwares to monopolise Kannada software field.
In the same G.O, item 5 states that only those software developed as per the G.O to be included in the list of Govt approved software/software developers/software vendors are to be used QUOTE ee mele helalaadha ella nibhandhanegalige olapattu sidhdhapadisalaadha kannada thanthraamshagalu maathra sarkaaradha maanyathe padedha adhikrutha thanraamsagala / thnthraamsha thayaarakara / thanthraamsha maaraatagaarara pattiyallirabeku UNQUOTE. Eventhough, no one has certified Nudi for its conformity with the standard, Nudi is being distributed to user departments and general public.
The G.O in reference also insists the Govt departments and organizations to use only the kannada software which has been certified to meet the requirement of G.O. Item 6 reads as QUOTE karnaataka sarkaaradha ella ilaakegalu, karnaataka sarkaaradha swaamyake seridha nigamagalu, mandaligalu, praadikaaragalu, vishwavidhyaalayagalu, vidhyasamthegalu, sthaleeya samsthegalu, anudhanitha samsthegalu ee nibhandhanegalige olapattu pramaaneekruthavaadha kannada lipi thanraamshagalannu maathra balasabeku UNQUOTE.
Even after DIT directs KGP to issue certificates to those software which are in compliance with the stipulated standards, KGP has not issued any certificate but issued a report for having tested the software, probably with the hidden agenda of blocking the other softwares.
 
Govt of Karnataka elevated KGP as a sole Kannada software developer
 
The preamble to the G.O  maa.tham.e 234 a.da.vi2001 dated 27.12.2001 clearly outlines the role of KGP as a sole Kannada software developer. QUOTE sarkaradha kacherigalalli dhainandhina kelasagalalli kannadavannu sampoornavaagi balasalu agathyavaadha kelavu anvayaka thanthramsagalannu kannada ganaka parishaththu abhivrudhdhi  padisi kaalakaalakke adhannu uththamapadisuva hagu innithara anvayaka thanthraamsagalannu  abhivrudhdhi padisuva… UNQUOTE
 
Is it not an action of MONOPOLY? One must realize that when the end user is not having any alternate choice, he ends up with monopolized product. For anything and everything, healthy  competition paves ways for advancement and creating new records. so also the same yardstick applies in the case of development of Kannada software. Unfortunately, this has been bypassed. In the instant issue any growth of technology is naturally to come through research, as it happened always in the past.
 
Blocks the development of Kannada software
 
KGP is also developing other software which is not covered in the list of G.O to sanction funds. Few examples of such software are Vethana to meet the accounting requirement and e-Adalitha to meet the office administrative requirement. Release of Vethana was also reported by some of the leading dailies.
 
KGP as a middleman
 
As is evident from Nudi software, the Copyrights of various components of Nudi rests with certain individuals. It proves that KGP is a middleman engaging certain select individuals and firms to derive the requisite results.
 
KGP Kills competition
 
KGP in nexus with officials in DIT has successfully installed Nudi software in all the computers of user departments. In order to achieve the goal of monopolized use of Nudi in every computers of GoK user departments, KGP and DIT jointly enacted the drama of “testing software”. DIT sent letters to all the user departments to use Nudi falsely claiming Nudi has been developed in conformity with the standards prescribed for Kannada software. KGP hired students to install the software in all the computers including the Secretariate network, which connects all the departments.
 
GoK has implemented its e-Governance projects using non-standard encoding by using the non-standard Nudi software. KGP also influences use its non-standard encoding through its SDK to implement various other Govt and non-Govt computerization projects.
 
In the name of standardization, KGP has messed up things. Grabbed the user bases in the name of standardization and forced the users to use non-standard encoding. As a result KGP achieved monopoly hold in Kannada software development.
 
As a result of this nexus NO developers could develop any innovative softwares or technologies to meet the growing needs of Kannada on computers.
 
Demands
 
1.   We urge the GoK to immediately stop the usage of Nudi which does not meet the laid down criteria and which is not certified until it fully conforms to the prescribed standards and is certified by competent agency.
 
2.   We urge the GoK to remove the unfair restrictive conditions imposed on the Kannada software developers and have level playing field for all Kannada software developers.
 
3.   We seek the Govt to implement the standard typing method adopted in the courses conducted by the Directorate of Technical Education and various other institutions in all the computerization projects.

EKAVI had proposed this in 2004 to GoK: ಕರ್ನಾಟಕ ಸರಕಾರದಲ್ಲಿ ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗಬೇಕಾದರೆ ಕೆಳಗಡೆ ಇರುವ ಎಲ್ಲ ಯೋಜನೆಗಳನ್ನು ಮಾಡಬೇಕು.

EKAVI had proposed this in 2004 to GoK – in KANNADA and ENGLISH. What EKAVI had proposed in 2004 is in this email letter.  EKAVI send this to GoK to wakeup and correct the problems. This was also proposed to UNIVERSITY of MYSORE also in December 2004.  What happened ? Any things done by GoK ?? or University of Mysore ??
 
Dr. Lingadevaru Halemane knows in detail, what went on at University of Mysore in 2004 and RCILTS @ IISc in 2004 and the proposal made by EKAVI on KSD in 2004.
 
 
NOTHING has been done sofar by GoK or University of Mysore, till to date – August 1st 2009.
 
Looking at the status of the KANNADA SOFTWARE DEVELOPMENT, this article KANNADAVAAGADA COMPUTER LOKA has come up now on August 1st 2009.
 
 
Now people are reading article KANNADAVAAGADA COMPUTER LOKA. Which came in PRAJAVANI on August 1st 2009. Contributers are Dr. U. B. Pavanaja, N.A.M. Ismail. Dr. K. V. Narayana and KANNADA CULPRIT Sri. G. N. Narasimhamurthy of KAGAPA.

 
When you read the article of August 1st 2009 written by these kannadigas, it shows the problems our KANNADA BHASHE is facing. Why it is not developed properly. EKAVI is pressing this since 2004 along with Lat Sri. Tejasvi, Dr. Kambar, Sri. Lingadevaru Halemane, Sri. G. V. Venkatsubbaiah, Sri. Rajaram and others.

 
What was Dr. U. B. Pavanaja doing from July 2004 till August 1st 2009 ?? Why Dr. U. B. Pavanaja kept quiet? What is the reason ?? Does Dr. U. B. PAVANAJA has to wait so long to say that we need UNICODE for KANNADA ???
 
 
EKAVI and all other KANNADA SOFTWARE Developers wrote extensively on UNICODE and what needs to be done in 2004. EKAVI has copies of all of these writings.
 
 
What was Mr. N. A. M. doing from July 2004 till August 1st 2009. Mr. Ismail has spent considerable time with Late Sri. Tejasvi on Kannada Software along with Sri. Hariprasad Nadig of Sampada.net. Mr. Ismail had written an article stating that Late Sri. Tejasvi was upset with Kannada University for putting KUVEMPU FONTS in OPEN SOURCE. Why Mr. ismail did not raise all these issues. Even Mr. Ismail knew about RCILTS @ IISc. Why Mr. Ismail did not raise the issues with concerned authorities ?? Why keep quiet when knowing things about what is happenning.
 
 
Even Dr. K. V. Narayana knew more information about Kannada Software Development. Even he did not raise the issues till August 1st 2009.
 
 
Dr. Kambar knows all the details. Even Dr. Kambar has presented letters to Ministers in GoK. Some of the letters were drafted by Dr. U. B. Pavanaja also. Even KSD issues were raised in Vidhana Parishat.
 
Dr. U. B. Pavanaja knows more information on NUDI and BARAHA fonst and he has extensively written emails, articles and gave presentations in mettings on the issue of Kannada software Development. Dr. U. B. Pavanaja needs to stand for TRUTH on these issues.
 
BARAHA VASU has written an email in year 2004 saying that he stole the IPR/GLYPHS of AKRUTHI Fonts when he released BARAHA 1.0 in the year 1997. BARAHA VASU stole in 1997 and BARAHA VASU acknowledges in 2004. Whatever BARAHA VASU further has released after BARAHA 1.0, becomes a STOLEN property. If any one wants to read the email written by BARAHA VASU, I willsend it to you.
 
Dr. U. B. Pavanaja in 2004 has written several emails to me about KANNADA FONTS ISSUES and he metions these facts in those emails. Most of the KANNADIGAS have read these emails and also GoK has been appraised of this year 2004. Dr. U. B. Pavanaja says in his emails in 2004 that BARAHA VASU has stolen the IPR of AKRUTHI Fonts in the release of BARAHA 1.0 Fonts. Dr. U. B. Pavanaja writes that BARAHA VASU had called him about the read only fonts that were available on Dr. U. B Pavanaja’s KANNADA website VISHWAKANNADA.com
 
Sri. Sathyanarayana, who happened to be the sthapaka kaaryadarshi of KAGAPA and worked in KAGAPA for four to five years, has written about 2o pages in KANNADA, about how KAGAPA released KALITHA and NUDI Fonts. Here Sri. Sathyanarayana mentions the way KAGAPA did KALITHA using BARAHA Fonts and then named the same KALITHA as NUDI Fonts and sold it to Govt. of KARNATAKA in 1997.
 
AKRUTHI FONTS owner Sri. ANAND has also written to me extensively in 2004, saying what has happened in KANNADA SOFTWARE DEVELOPMENT. It is Sri. Anand is the one who received the email from BARAHA VASU in July 2004 and then he forwarded to me the same email.

ಈ ಕೆಳಗಿರುವ ಕನ್ನಡ ಕ್ಕೆ ಬೇಕಾಗಿರುವ  ಯೋಜನೆ ಗಳನ್ನು ಕನ್ನಡ ಗಣಕ ಪರಿಷತ್ ನವರ ಕೈಯಲ್ಲಿ ಮಾಡುವುದಕ್ಕೆ ಆಗುವುದಿಲ್ಲ. ನುಡಿ ಫಾಂಟ್ಸ್ ಉಪಯೋಗಿಸಿಕೊಂಡು ಮಾಡುವುದಕ್ಕೆ ಆಗುವುದಿಲ್ಲ.
 
ಕದ್ದು ಮಾಡಿ ಉಚಿತವಾಗಿ ಕೊಡುತ್ತಿರುವ ಬರಹ ಫಾಂಟ್ಸ್ ಗಳನ್ನು ಉಪಯೋಗಿಸಿಕೊಂಡು , ವಾಸು ಸಹ ಈ ಕೆಳಗಿರುವ ಕನ್ನಡ ಕ್ಕೆ ಬೇಕಾಗಿರುವ ಯೋಜನೆ ಗಳನ್ನು ಮಾಡುವುದಕ್ಕೆ ಆಗುವುದಿಲ್ಲ.
ಕರ್ನಾಟಕ ಸರಕಾರದಲ್ಲಿ ಕನ್ನಡ ಆಡಳಿತ ಭಾಷೆ ಆಗಬೇಕಾದರೆ ಕೆಳಗಡೆ ಇರುವ ಎಲ್ಲ ಯೋಜನೆಗಳನ್ನು ಮಾಡಬೇಕು. ಇದಕ್ಕಾಗಿ ಸರಳ ಯೋಜನೆಗಳನ್ನು ಹಾಕಿಕೊಳ್ಳಬೇಕು:
ಸ್ಥಳೀಕರಣ, ಬಹುಮಾದ್ಯಮದ ನಿರೂಪಣೆಯ ಸೃಷ್ಟಿ ಮತ್ತು ಏನ್. ಎಲ್. ಪಿ (ನ್ಯಾಚುರಲ್ ಲ್ಯಾಂಗ್ವೇಜ್ ಪ್ರಾಸೆಸ್ಸಿಂಗ್)

 
ಯೋಜನೆಯ ಹೆಸರು: ಸ್ಥಳೀಕರಣ
ಉದ್ದೇಶ : ಅನ್ವಯಕ ತಂತ್ರಾಂಶದ ಸ್ಥಳೀಕರಣದ ದ್ವಿಭಾಷಾ ಅಕ್ಷರಗಳ ಏಕರೂಪತೆಯ ಪ್ರಮಾಣಿಕರಣದಿಂದ ಅಥವಾ ಕನ್ನಡ ಅಕ್ಷರ ವಿನ್ಯಾಸಕ್ಕೆ ಸಂಕೇತ ಕೊಡುವುದರೊಂದಿಗೆ ಆರಂಭವಾಗುತ್ತದೆ. ಕನ್ನಡಕ್ಕೆ ಯಾವುದೇ ಏಕರೂಪತೆ ಏರುವ ದ್ವಿಭಾಷಾ ಅಕ್ಷರ ವಿನ್ಯಾಸಗಳು ಇಲ್ಲವೆನ್ನುವದನ್ನು ಗಮನಿಸಬೇಕು.ಅನ್ವಯ ತಂತ್ರಾಂಶದ ಸ್ಥಳೀಕರಣವು ಏಕರೂಪದ ಕನ್ನಡ ಶಬ್ದಕೋಶ ಮತ್ತು ಸ್ಥಳೀಕರಣಕ್ಕೆ ಬೇಕಾದ ಅನೇಕ ಸಾದನಗಳ ಅಭಿವೃದ್ಧಿಯನ್ನು ಕೂಡ ಒಳಗೊಂಡಿರುತ್ತದೆ. ಸ್ಥಳೀಕರಣವು ಬಳಕೆದಾರರ ಸಂವಾದಕ್ಕಾಗಿ ಇರುವ ಸಂಭಾಷಣ ಕಿಟಕಿಯ ಪುನರ್ ವಿನ್ಯಾಸವನ್ನೂ ಕೂಡ ಒಳಗೊಂಡಿರುತ್ತದೆ.
೧) ವಿಂಡೋಸ್ ೯೮ ಸ್ಥಳೀಕರಣ :
ಉದ್ದೇಶ : ಎಂ.ಎಸ್. ವಿಂಡೋಸ್ ೯೮ ವ್ಯಾಪಕವಾಗಿ ಬಳಕೆಯಲ್ಲಿದೆ ಮತ್ತು ಅದು ಪ್ರಾಜೆಕ್ಟ್ ಶಿಕ್ಷಣದ ಪ್ರಮುಖ ಅಂಗವಾಗಿದೆ. ಆದ್ದರಿಂದ, ಎಂ.ಎಸ್. ವಿಂಡೋಸ್ ೯೮ ಅನ್ನು ಸ್ಥಳೀಕರಣ ಗೊಳಿಸಲು ಅತ್ಯವಶ್ಯಕವಾದ ತಂತ್ರಾಂಶಗಳನ್ನು ಅಭಿವೃದ್ದಿಗೊಳಿಸುವುದು. ಇದು ಕನ್ನಡ ಮಾದ್ಯಮದ ವಿಧ್ಯಾರ್ಥಿಗಳಿಗೆ ತರಬೇತಿ ಕೊಡಲು ಅತ್ಯವಶ್ಯಕವಾಗಿದೆ.
೨) ಎಂ.ಎಸ್ ವಿಂಡೋಸ್ ಆಧಾರಿತ ಅನ್ವಯಕ ತಂತ್ರಾಂಶಗಳ ಸ್ಥಳೀಕರಣ :
ಉದ್ದೇಶ : ಅದೇ ರೀತಿ ಎಂ.ಎಸ್ ವಿಂಡೋಸ್ ಆಪರೇಟಿಂಗ್ ಸಿಸ್ಟಂ ಆಧಾರಿತ ಅನ್ವಯಕ ತಂತ್ರಾಂಶಗಳು ಕೂಡ ಗಣಕದಲ್ಲಿ ಕನ್ನಡದ ಬೆಳವಣಿಗೆಗೆ ಅವಶ್ಯಕವಾಗಿದೆ.

 

೩) ಸಹಾಯ ವಿಷಯಗಳ ಸ್ಥಳೀಕರಣ :
ಉದ್ದೇಶ
: ಎಲಾ ಸಹಾಯ ವಿಷಯಗಳು ಕನ್ನಡ ಬಳಕೆದಾರರಿಗೆ ಅನುಕೂಲವಾಗಲು ಭಾಷಾಂತರವಾಗಬೇಕು.
೪) ಅಂತರ್ಜಾಲ ಅನ್ವಯಕ ತಂತ್ರಾಂಶಗಳ ಸ್ಥಳೀಕರಣ :
ಉದ್ದೇಶ : ಇಥಿಚಿನ ದಿನಗಳಲ್ಲಿ ಸಮಾಜದ ವಿವಿಧ ಬೇಡಿಕೆಗಳನ್ನು ಪೂರೈಸಲು ಅಂತರ್ಜಾಲ ಆಧಾರಿತ ಅನ್ವಯಕ ತಂತ್ರಾಂಶಗಳು ಲಭ್ಯವಾಗಿವೆ. ಮತ್ತು ಜನಸಮುದಾಯವನ್ನು ಮುಟ್ಟಲು ಇವುಗಳ ಸ್ಥಳೀಕರಣ ಮಾಡಬೇಕಾಗಿದೆ.

ಉದ್ದೇಶ : ಪದ ಸಂಸ್ಕಾರದಂತಹ ಮೂಲಭೂತ ತಂತ್ರಾಂಶದಲ್ಲಿ ಬಳಸಲು ಕಾಗುಣಿತ ತಪಾಸಣೆಯ ತಂತ್ರಾಂಶ ಅತ್ಯವಶ್ಯಕವಾಗಿದೆ.
೨) ವ್ಯಾಕರಣ ತಪಾಸಣೆ :
ಉದ್ದೇಶ : ಕ್ರಿಯಾತ್ಮಕ ಬರವಣಿಗೆಯನ್ನು ಇನ್ನಷ್ಟು ಸುಧಾರಿಸಲು ಮತ್ತು ತಪ್ಪಿಲ್ಲದ ಬರವಣಿಗೆಗಾಗಿ ಕನ್ನಡ ವ್ಯಾಕರಣ ತಪಾಸಣೆ ಮಾಡುವ ತಂತ್ರಾಂಶ ಅತ್ಯವಶ್ಯಕವಾಗಿ ರಚಿಸಬೇಕಾಗಿದೆ.
೩: ಸಮಾನಾರ್ಥ ನಿಘಂಟು :
ಉದ್ದೇಶ : ಕ್ರಿಯಾತ್ಮಕ ಬರವಣಿಗೆಗಾಗಿ ಒಂದು ಸಮಾನಾರ್ಥ ನಿಘಂಟು ಅವಶ್ಯಕವಾಗಿದೆ.
೪) ಹೈಫಾರ್ನಶನ್ :
ಉದ್ದೇಶ : ಪದ ಸಂಸ್ಕಾರದಲ್ಲಿ ಪುಟ ರಚನೆ ಮಾಡಲು ಮತ್ತು ಅಕ್ಷರ ಜೋಡಣೆ ಮಾಡಲು ಹೈಫಾರ್ನಶನ್ ಅವಶ್ಯಕವಾಗಿದೆ.
೫) ಸಾರಾಂಶ :
ಉದ್ದೇಶ : ಸಾರಾಂಶ ಮಾಡುವ ಸಾಧನಗಳು ಇಡೀ ಬರವಣಿಗೆಯ ಸಂಕ್ಷಿಪ್ತ ಸಾರಾಂಶವನ್ನು ಮಾಡುವಷ್ಟು ಪ್ರಗತಿ ಹೊಂದಿದೆ.

 

೬) ವಿದ್ಯುನ್ಮಾನ ನಿಘಂಟು :
ಉದ್ದೇಶ : ಕನ್ನಡವನ್ನು ಬರೆಯುವ ವಿಶಿಷ್ಟ ಶೈಲಿಯಿಂದಾಗಿ ನಿಷ್ಕ್ರಿಯ ನಿಘಂಟು ಯಾವುದೇ ಸಹಾಯ ನೀಡುವುದಿಲ್ಲ. ಆದ್ದರಿಂದ ನಿಘಂಟಿನ ಬಳಕೆಯ ಉಪಯುಕ್ತತೆಯನ್ನು ಹೆಚ್ಚಿಸಲು ವಿದ್ಯುನ್ಮಾನ ನಿಘಂಟು ಅವಶ್ಯಕವಾಗಿದೆ.
೭) ಭಾಷಾಂತರ :
ಉದ್ದೇಶ : ಆಡಳಿತ ಶಿಕ್ಷಣ, ನ್ಯಾಯಾಂಗ, ವೈದ್ಯಕೀಯ, ವಾಣಿಜ್ಯ ಮುಂತಾದ ಅನೇಕ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಭಾಷಾಂತರ ತಂತ್ರಾಂಶದ ಅವಶ್ಯಕತೆ ಇದೆ.
೮) ಟಿ.ಟಿ.ಎಸ್ :
ಉದ್ದೇಶ : ಉಧ್ರೋಷಣೆ, ದ್ವನಿ ಸಂಯೋಜನೆ, ಮುಂತಾದ ಅವಶ್ಯಕತೆಗಳಿಗಾಗಿ ಅಕ್ಷರಗಳನ್ನು ಧ್ವನಿಯಾಗಿ ಪರಿವರ್ತಿಸುವ ತಂತ್ರಾಂಶ ಬಹಳ ಬೇಡಿಕೆಯಲ್ಲಿದೆ.
೯) ಓ ಸಿ ಆರ್ :
ಉದ್ದೇಶ : ಕೈಬರಹ ಮತ್ತು ಮುದ್ರಿತ ಬರಹಗಳಲ್ಲಿರುವ ಅಕ್ಷರಗಳನ್ನು ಗುರುತಿಸುವ ತಂತ್ರಾಂಶ ತುರ್ತಾಗಿ ಬೇಕಾಗಿದೆ.
೧೦) ದ್ವನಿ ಗುರುತಿಸುವಿಕೆ .
ಉದ್ದೇಶ : ಅನೇಕ ಬಳಕೆಗಳಿಗಾಗಿ ಹೆಚ್ಚಾಗಿ ಅಂದತೆ ಇರುವವರಿಗೆ ಧ್ವನಿ ಗುರುತಿಸುವ ತಂತ್ರಾಂಶ ಅಗತ್ಯವಿದೆ.

A PROPOSAL TO SETUP
DEPARTMENT OF KANNADA LANGUAGE TECHNOLOGY AND SOFTWARE DEVELOPMENT “DKLTSD”
Preamble
“Mahiti”- The Millennium IT policy released by the GoK included policies towards benefiting Kannada software development. Further, under The Millennium IT policy, GoK has committed itself to promote Kannada in Information Technology and provide incentives for the development of Kannada Software.
Background
(a) A passionate bunch of entrepreneurs had for over two decades pioneered and provided the facility of using Kannada on computers, when even International software developers like Microsoft had not provided such a facility.
(b) These developers enabled publishers to avail of the latest facilities like DTP and Electronic pre-press facilities to produce quality books, periodicals and Newspapers in Kannada. 
(c) Survival was always a challenge for these developers, for they had to fight piracy, obsolescence and restricted market volumes. But they fought on with love for Kannada as their main inspiration hoping that some day when Kannada is used widely on computers their pioneering efforts would pay back.
(d) Development of a Kannada software called NUDI was funded by GoK, and it was allowed to monopolise in the Government Departments and undertakings. But, NUDI software has non-standard fonts and this software has completely destroyed competitive opportunity for other local Kannada software developers, who were working in this field for past 20 years.
(e) There were as many as twenty Companies developing Kannada software, up to the period of year 2000. But, currently only three Kannada software development companies are surviving only due to their lust towards developing technology for Kannada. This is an indicator that Kannada software development is not lucrative enough for doing business. These three organizations have also stopped any further development of Kannada software due to the loss of investment in Kannada software.
(f) Kannada software is lagging far behind when compared to other languages, such as Tamil and Hindi. Wherein the development is well ahead and on par with other western languages. In these languages lot of work has been done in the areas such as Spellcheck, Grammar check, OCR, TTS, Voice recognition, Machine translation, Localisation etc.
Introduction
There is an urgent need to safeguard the interests of Kannada on computers and furtherance of Software & Technology development for the complex requirements of Kannada. Kannada software development can’t be equated with general software development because of its cultural context.
Lack of Kannada software and technologies may force the use of English, in the context of aggressive computerization in every level of Government Administration. This is already evident from the Mahithi Sindhu, Project Shiksha, which are based on the software with English interface and no software with Kannada interface is used.
Proposal
In view of the enormous work that has to be taken up in the future for Kannada software, there is an immediate necessity to create a department to look into the aspects of developing technologies and software for Kannada. This department needs to take up the responsibility of ensuring future developments. To further the cause of Tamil on computers, various Universities in Tamilnadu has already created study unit /department/centre of excellence.
In this context, It is high time for the Govt. to cater adequate funds for this inevitable contingency so as to go ahead with the requirements to fund the Department, which will enable us to undertake and accomplish the results and showcase our developments in the field of KANNADA LANGUAGE TECHNOLOGY AND SOFTWARE DEVELOPMENT.
Activity
This department will undertake research and development of technologies for Kannada and conduct academic programmes such as MA in Computational Linguistics to develop human resources in the field of software development for Kannada and computational linguistics to enable NLP applications. All the resultant research work will be announced/distributed as Open Source without any royalty.
Areas of working
The proposed department will work in the areas of Localisation, NLP applications such as Translation, Voice Recognition, OCR, Human and computer interface etc.
 
Title of the project : Localisation
Localisation of application software starts from standardization of bi-lingual fonts or character  encoding for Kannada. It has to be noted that, there is no standard for bi-lingual fonts for Kannada. Further, the localization of application software involves standardization of glossaries in Kannada and development of various tools and software to achieve localization. The process of localization involves of application software involving redesigning of user interfaces such as dialogs boxes.
1. Localisation of Windows 98
Objective : The use of MS Windows 98 is predominant and is also included in the project shiksha and hence the need for developing a software to localize MS Windows 98 is critical to imparting training to Kannada medium students.
Budget : 56 Lakhs
2. Localisation of MS Windows based applications
Objective : Similarly the application software developed for MS Windows Operating System is critical for promotion of Kannada on computers.
Budget : 53 Lakhs
3. Localisation of Help contents
Objective : All the help contents has to be translated so as to enable the Kannada users to use the computers effectively.
Budget : 22 Lakhs 
4. Localisation of Web applications
Objective : Now a days more and more Web based applications are available to meet the various needs of the society. In order to reach the masses, all these applications need to be localized.
Budget : 35 Lakhs
 
Title of the project : Multimedia Authoring
Objective : Preparation of Learning/Teaching materials for the needs of Kannada users is always a cumbersome process. An easy to use authoring software needs to be developed to address the needs of the Kannada.

1. Spellchecker
Objective : Spellchecker software is required for basic application software such as wordprocessors.
Budget : 25 Lakhs
2. Grammar checker
Objective : In order to improve the creative writing and correct writing of text in Kannada, Grammar checker is an indispensable one and could be achieved by developing an appropriate software for the purpose.
Budget : 40 Lakhs
3. Thesauras
Objective : A dictionary for thesauras is essential for creative writing.
Budget : 9 Lakhs
4. Hyphenation
Objective : For wordprocessors and page layout software, hyphenation is a critical component in formatting of text.
Budget : 9 Lakhs
5. Summarisation
Objective : Summarisation tools are evolving to extract the abstract of text.
Budget : 20 Lakhs 
6. Electronic Dictionary
Objective : Due to the agglutinative nature of writing Kannada word, a mere passive dictionary is of little help. In order to enhance the use of dictionary, an electronic dictionary is very much essential.
Budget : 22 Lakhs
7. Translation
Objective : Translation software are required for various domains such as administration, education, judicial, medical, commerce etc.
Budget : 91 Lakhs 
8. TTS
Objective : Text to speech software are in demand for various requirements such as announcements, voice synthesizers etc.
Budget :  25 Lakhs
9. OCR
Objective : Character recognition software for handwriting and printed texts are the need of the hour.
Budget : 65 Lakhs
10. Voice Recognition
Objective : For various needs, voice recognition software are required.
Budget :  98 Lakhs
The estimated budget to develop all the above software is Rs. 690 Lakhs.

As the proposed activities involve co-ordination of various research works with other national and International organizations and Universities, the proposed department should be established in Bangalore, which is an ideally suitable place.

V. M. K : You have written so clearly about GoK adopting the Standards for kannada in Karnataka State. IS this all true what you have written ?

Arasan : GoK (Kannada and Culture department) has announced a Kannada keyboard layout as a uniform keyboard layout (which is referred as standard keyboard layout or KGP layout) without any study. The uniform keyboard layout was announced on 4-2-99.

It is to note that the typing method followed in the manual typewriter is based on the graphemic approach while the Uniform keyboard announced by the GoK is based on the phonemic approach. It means that these two methods of typing are completely different and a user has to unlearn the one to use the other.

The brutality is that all the typists who are now put into operate computers have to unlearn their typing knowledge and learn the uniform method. GoK is still appointing typists and stenographers based on the qualification of typing method based on the manual typing method which is followed in the diploma courses conducted by Directorate of Technical Education and various other institutes and Universities. This is a grave mistake of GoK and wastes precious study time of thousands of students.

GoK appointed KGP as a certifying agency on 4-2-99 to certify the Kannada software intended to purchase by the departments of GOK. KGP has abused its power to promote/favour some of the Kannada software.

Kannada software users were facing problems of Non-portable Kannada data created by using various Kannada software, which is based on the proprietory encoding adopted by various Kannada software developers due to various issues of Copyright and IPR. To ensure portability of Kannada data created among various Kannada software users GoK has announced a standard vide G.O maa.tham.e 6 nee.sam.v 2000 for glyph encoding and guidelines to be adopted in the Kannada softwares. As per this G.O certification is a must for any Kannada software for its use in GoK departments. Alongwith the standard glyphs, GoK has also listed further requirements for a Kannada software, such as conversion utility to convert the data created using the existing Kannada software. Through its G.O, GoK has restricted the Kannada software developers to use only the standard glyphs as announced in the G.O. However, GoK has adopted uncertified, non standard NUDI in its e-Governance projects. Use of non-standard glyphs has nullified the very purpose of standard and has made all other Kannada software as incompatible and forcing the GoK user departments to use only Nudi. Enforcing of Nudi is also ensured because of implementation of Nudi in the Secretariat network which connects all the departments of GoK.

V. M. K : We did not know that GoK sanctioned fund of 30.55 lakhs to develop various Kannada Software. So from your letter it looks like KGP was supposed to do these? Did KGP do there job in completing the development of Kannada Software? Why KGP is delaying in completing the jobs that are approved by GoK? DO YOU HAVE ANY ANSWERS or DO YOU HAVE ANY SUGGESTIONS TO COMPLETE THE TASK OF GOK ?

Arasan : Eventhough KGP has certified some of the Kannada software, it didn’t disclose the number of certified Kannada software to GoK. On 31-1-2001 KGP got sanctioned funds to the tune of Rs2,92,000/- in the guise to develop a Kannada software to test and evaluate the Kannada software developed by other Kannada software developers. This software was released as Kalitha. GoK has started installing Kalitha in the computers of GoK’s user departments in the guise of helping the user departments to test and evaluate the Kannada software they use. Please note that as per the G.O user departments are bound to use only the certified Kannada software. As a first step to monopolise the Kannada software, KGP has twisted the requirement and acted on its self ambition to monopolise the Kannada software and guided the GoK to install Kalitha and to distribute FREE (but KGP sold Kalitha and sells Nudi for Rs.100/=. Nudi is not KGP’s property).

On the success of Kalitha, KGP approached GoK with proposals for Twenty two products. GoK accepts 16 proposals and sanctions funds to the tune of Rs.27.65 lakhs vide G.O maa.tham.e 234 a.da.v 2001 dated 27.12.2001. Following is the breakup of the cost and list of proposals for which GoK sanctioned funds.

1. To update Kalitha as per the requirements – Rs.90,000/-
2. Sorting as per Kannada alphabetic order – Rs.50,000/-
3. Indexing as per Kannada alphabetic order – Rs.1,00,000/-
4. Word check for Kannada office – Rs.50,000/-
5. Find and Replace – Rs.25,000/-
6. Additional fonts – Rs.1,00,000/-
7. Unicode version of Kalitha (Nudi) for MS Windows- Rs.2,00,000/-
8. Grammer check – Rs.6,00,000/-
9. Unicode version of Kalitha (Nudi) for Linux- Rs.3,00,000/-
10. Converter to convert from ISCII to Unicode and Unicode to ISCII and filters and converters to convert data from various software fonts – Rs.1,50,000/-
11. Kannada Office (StarOffice) – Word processor, Spreadsheet, Presentation, database – Rs, 5,00,000/-
12. LOGO software in Kannada – Rs.5,00,000/-
13. Address book – FREE
14. Kannada Kali – FREE

V. M. K : You also have written that GoK is not using the standards that they have adopted and also about the portability of Kannada Software. Do you know who is advising GoK on these matters ? It looks like reading from your letter KGP is responsible for this ? IS KGP is the entity retained by GoK ? Can you write to me who were involved from the begining in KGP to do the KANNADA SOFTWARE DEVELOPMENT WORK? Please list all the names you know. I know some of them and I am copying this letter to them.

Arasan : Presently GoK is promoting only KGP. All the Kannada software developers have become jobless. The present situation is very grim for Kannada on computers as all the Kannada software developers have withdrawn from Kannada software development.

A need for a society was felt during 1995, As a sequel to this urge a seminar was organized at SBI training center near National college. GoK has organized a two seminar during 1997 at MS buildings to promote Kannada on computers. This event was a turning in the field of Kannada software development. The organizers have shown favouritism to some developer and ditched others. Further, Srinatha sastry and Narasimha Murthy fooled people around and consolidated their position and formed a dubious society during 1999 and KGP was registered with registrar of societies on 17-5-99. However, KGP has not bothered to file any returns with the registrar of societies.

I don’t have the contact numbers/email IDs of the above people. A programmer from Tally is involved in the development of NUDI. Pavanaja was also associated with the initial versions of NUDI.

Eventhough KGP has adopted K.P Rao’s keyboard layout, he (K.P Rao) doesn’t agree with the way the standard keyboard layout was formulated.

V. M. K : You also raised a question, WHO IS RESPONSIBLE for GoK in implementing its e-Governance projects based on the non-standard glyphs ignoring the much needed portability ? Does KGP know the answers for this ? WHO DID THIS ?

You are also asking, Why should KGP develop a non-standard Nudi? Why Nudi is not in comfirmity with the Govt guidelines? These are questions that are to be answered by KGP.

Who were involved in KGP from the begining ? Can you list the names please. GoK must have the names of people involved in KGP. Before awarding the projects and funds to KGP, GoK must have checked the background of KGP Executives and their Experience in Developmental work related to KANNADA SOFTWARE. Please write in detail about this.

Arasan : In all its reality KGP is not qualified for developing Kannada software on the following grounds:
1. KGP was not existing for three years prior to sanctioning funds.
2. KGP has not developed any software prior to sanctioning of funds.
3. KGP is a certifying agency. A certifying agency itself can’t enter into development of competitive products which they are supposed to certify as it is most illogic like a referee, umpire or an examiner himself taking the competition by himself.

V. M. K : WHY BARAHA was not adopted by GoK ? Why did they adopt NUDI ? Can you shed some information on this please.

Arasan : Way back in 1997, we have offered our software free of cost for GoK use. Srinatha sasthry is the key person who blocked our software and probably Baraha as well. We have also obtained server space during 1997 from the server of National University of Singapore to host web pages related to Kannada literature and culture. GoK through department of Kannada and culture got prepared some material for hosting. However, Srinatha sasthry influenced Directorate of Kannada and Culture not to host the pages because, as those pages were prepared with our software which was not certified. The materials prepared was got wasted.

V. M. K : Do you have list of all the development KGP was supposed to do that was given by GoK ?

How much funds for each project aloted by GoK ? What is the status of each project ?

Does KGP has capability to finish what GoK has awarded to KGP?

Do you know who are all involved in KGP ? If you have any info on Their names, email addresses, phone numbers and other information, PLEASE provide them. We really appreciate this.

Why is that KGP is not able to deliver these products ?

Arasan : KGP doesn’t have any expertise in developing software. KGP has developed Nudi in a clandestine manner. As KGP is the certifying agency, all the Kannada software developers have submitted their software. KGP gained inner details by means of demonstration and discussions etc with developers (please note that GoK has not disclosed any details on developing their Kannada software Nudi). KGP pirated the fonts submitted to it by various Kannada software developers.

V. M. K : Why KGP is getting into NEW PROJECTS without finishing these what they have taken from GoK ? Have you seen their website? They have so many things on the website.

Arasan : As per the G.O to sanction funds to the tune of Rs.27.65 lakhs KGP has been requested to develop all the required Kannada software and to maintain them from time to time.

KGP has monopolized the Kannada software field and the future of Kannada software is now waiting for the grace of KGP!

I have not received any reply from Mr. Srinatha Sahastry or Dr. Pandithardhya or Mr. G. N. N. Murthy of KGP. I forgot to send my first email to Dr. Pavanaja. This was the first website of ganakaparishat which was registered by Dr. U. B. Pavanaja and maintained by Pavanaja. Here it shows that all the things that were done in GANAKAPARISHAT at the advise of PAVANAJA. It also shows PAVANAJA’s email of VISHVAKANNADA.com. NOW PAVANAJA is no longer with KGP. This does not mean that I am supporting any one or two KANNADIGAS. All I am trying to get answers from different responsible, trustworthy, truthtelling kannadigas about KANNADA SOFTWARE DEVELOPMENT in Karnataka State. I wrote an email letter to Mr. Rajeev Chawla Secretary to Govt. (e-Governance) & Special Secretary to Gov. and it did not go. It bounced back. Also I have written an email letter to I T Secretary and I T Director. I hope I get replies from them. Once I get the reply I will copy to all of you. By reading your email it shows that there are no opportunities for other KANNADIGAS to DEVELOP KANNADA SOFTWARE. You are writing that KGP is monopolising this. If this is the case all Kannada Software Developers including you can file a complaint with Lokayuktha of GoK. You have written that KGP is a Certifying Agency for GoK. Does KGP using their close proximity to GoK, abuse the other KANNADIGAS who are Developing Kannada Software professionals? How many Kannada Software Programs were presented to KGP for certification and recomendation to GoK ? Do we have a list ? How many of them are certified by KGP and do we have a list ?
